【摘要】:半个多世纪以来,作为一个重要而特殊的中国林业系统,我国国有林场已逐渐成为我国生态安全的重要屏障,是木材生产和保护生物多样性的重要场所,是名胜资源的重要基地,同时也是我国新农村建设中的一个有机组成部分。近年来,国有林区完善改革运行效率一直是业界关注的焦点,绩效评估作为有效的管理为实现组织目标具有重要影响。国有林场的绩效评价也对新时期建设生态国有林场,实现生态安全和生态文明建设的总体战略起着重要的作用。本文运用AHP层次分析法构建了金洞林场的管理绩效评价指标体系,通过对金洞林场管理绩效评价目标和内容的分析,得出金洞林场经营管理未见成效,尤其是绩效管理体系不完善的现状。针对这一现状金洞林场的管理绩效评价目标应立足于生态公益服务方面的效果和效率及林场自身的发展状况。本文按照绩效考核的基本原则,遵循治理、可比性和成本收益原则,确定绩效评估的指标应包括生态效益、经济效益和社会效益等三个方面,探讨金洞林场管理绩效考核体系未来的发展前景,旨在为金洞林场的持续发展提供有效、实际的绩效考核体系,为金洞林场的发展指明方向。研究结果表明,本文构建的金洞林场绩效评价体系可以很好的评估金洞林场的管理水平。为了提升金洞林场的综合绩效应立足金洞林场林业的可持续发展,实现林业、林区、林区人民三方根本利益的协调发展,优先注重生态效益,以人为本,优化合理配置各项资源,逐步提升金洞林区的经济实力和市场竞争力,实现金洞林场的健康、可持续发展。
[Abstract]:More than half a century, as an important and special Chinese forestry system, state owned forest farms in China has gradually become an important barrier to the ecological security of our country, is an important place for timber production and the conservation of biological diversity, is an important base of scenic resources, but also the new rural construction in our country's organic composition part. In recent years, the reform of state-owned forest efficiency has been the focus of the industry, the performance evaluation is the effective management has an important influence to achieve organizational goals. The performance evaluation of the state-owned forest farm is in the new period of the construction of ecological forest in China, plays an important role in achieving the overall strategy of ecological security and ecological civilization construction in this paper. By using the AHP analytic hierarchy process to construct the evaluation index system of management performance of Jindong forest farm, through the analysis of Jindong forest farm management performance evaluation objectives and contents, the Jindong Forest Farm Management without success, especially the current performance management system is not perfect. In view of this situation management performance evaluation target Jindong forest farm should be based on the development status of ecological public welfare services and the effectiveness and efficiency of forest itself. According to the basic principle of performance appraisal according to governance, comparability and cost income principle. Determine the index of performance evaluation should include three aspects of ecological benefits, economic benefits and social benefits, explore the development prospects of Jindong forest management performance evaluation system in the future, to provide effective and sustainable development for Jindong forest farm, the actual performance appraisal system, indicates the direction for the development of Jindong forest farm. The results show that the gold hole forest performance evaluation system constructed in this paper can well evaluate Jindong forest farm management level. In order to improve the comprehensive performance of Jindong forest farm should be based on Jindong forest industry To achieve sustainable development, forestry, forest, coordinated development of the three party in the fundamental interests of the people, give priority to ecological benefit, people-oriented, optimize the rational allocation of resources, and gradually improve the Jindong forest economic strength and market competitiveness, realize the Jindong forest health and sustainable development.
