博乐市休闲农业发展现状及对策研究

【摘要】：休闲农业的迅速发展,为农业结构的调整优化,甚至整个国民经济的转型升级提供了有益的补充。休闲农业在欧美、日本和中国台湾已经发展多年,形成了完善的产业体系和经营管理模式。中国内地休闲农业有近30年的发展,但处于起步阶段,产品服务质量不高,管理不规范等问题还不同程度的存在。从农村发展的角度来说,休闲农业的发展带动城乡之间的物资,资本和讯息互通有无,可以冲破二元结构的限制,创建以旅游业促进农业,以农业发展带动旅游业发展的模式,为解决我国三农问题,提供了新的发展路径。博乐市作为博尔塔拉蒙古自治州首府城市,有31个少数民族聚居,以农业发展为主,农业人口约占50%。近三年博乐市经济社会进入一个新的发展阶段,当地政府将其称为“一年快起步、三年翻一番、五年大变样”,城市面貌日新月异。博乐市每年接待游客91.4万人次,实现旅游收入2.07亿元,被评为中国优秀旅游城市。该地区有丰富多彩的民风民俗文化,拥有农业发展优势和旅游业发展前景。农家乐为构成休闲农业的主要组成部分,据不完全统计,目前博乐市有荷花池、天朗生态园农家乐、香格里拉度假村等大中型农家乐6个,小型农家乐20余个。博乐市休闲旅游农业企业达到36家,2010年休闲农业游客达1.6万人次,营业收入1820万元,解决农民就业200余人,1300户,休闲农业为博乐市的旅游业和农业发展提供了有力的补充。然而,由于该地区休闲农业理论研究比较滞后,政府在发展休闲农业的过程中,缺乏系统的科学规划和宏观层面的理论指导,导致目前出现休闲农业和乡村旅游整体规模较小、集约化程度不高、竞争力不强、产品单一、服务不够规范等深层次问题,需要进一步从理论上对休闲农业进行深入系统的研究,以科学的理论指导来推动博乐市休闲农业的健康发展。本文首先阐述研究了发展休闲农业的意义和目的。再次,对博乐市休闲农业的发展现状与制约因素进行了深入分析。再次,实证分析了休闲农业发展成功案例的经验做法。在此基础上借鉴并提出完善博乐市休闲农业发展的对策和创新性结论:对休闲农业进行“微营销”,打破宣传模式,实施“品牌化”战略;整合优势资源,开展“节庆游”“采摘游”等活动助增收;统一标准规范管理,打造精品旅游线;因地制宜开发,做到农民得实惠;整合涉农优惠资金,发展项目促就业;扩大投资渠道,加强基础设施建设等。
[Abstract]:The rapid development of leisure agriculture has provided a useful supplement for the adjustment and optimization of agricultural structure and even the transformation and upgrading of the whole national economy. Leisure agriculture has been developing in Europe and America Japan and Taiwan for many years. The leisure agriculture in the mainland of China has been developing for nearly 30 years, but it is still in its infancy, and the quality of its products and services is not high. From the perspective of rural development, the development of leisure agriculture promotes the exchange of goods, capital and information between urban and rural areas, which can break through the restriction of dual structure. The model of promoting agriculture with tourism and driving tourism development with agricultural development provides a new development path for solving the problems of agriculture, rural areas and farmers in our country. Bole is the capital city of Bortala Mongolia Autonomous Prefecture. There are 31 minority communities, mainly agricultural development, the agricultural population accounts for about 50. In the past three years, the economic and social development of Bolo City has entered a new stage of development, the local government called it "a fast start in one year." Double in three years, change in five years, "the city is changing with each passing day. Bolo City receives 914,000 tourists every year, realizing tourism income of 207 million yuan." The area has rich and colorful folk culture, advantages of agricultural development and prospects of tourism development. Nongjiale is the main component of leisure agriculture, according to incomplete statistics. At present, there are lotus ponds, Tianlang Ecological Garden, Shangri-La Resort and other large and medium-sized farmers in Bole City. There are more than 20 small ones. There are 36 leisure tourism agricultural enterprises in Bole City. In 2010, leisure agricultural tourists reached 16,000 people, operating income 18.2 million yuan, more than 200 people to solve the employment of farmers 1, 300 households. Leisure agriculture provides a powerful supplement to the tourism and agricultural development of Bolo City. However, due to the lagging behind in the theoretical research of leisure agriculture in this area, the government is developing leisure agriculture in the process. Lack of systematic scientific planning and macro-level theoretical guidance, leading to the present leisure agriculture and rural tourism overall scale is small, the degree of intensification is not high, competitiveness is not strong, single product. The service is not standardized and other deep-seated problems, need to further theoretical research on leisure agriculture in-depth and systematic. With the guidance of scientific theory to promote the healthy development of leisure agriculture in Bole. This paper first elaborated the significance and purpose of the development of leisure agriculture. The development of leisure agriculture in Bolo City and the constraints of the status quo are analyzed. Again. Based on the empirical analysis of the successful cases of leisure agriculture development, the author puts forward the countermeasures and innovative conclusions to improve the development of leisure agriculture in Bole City: "Micro-marketing" of leisure agriculture. Break the propaganda mode and implement the "brand" strategy; Integrate advantage resources, carry out "festival tour", "pick tour" and other activities to help increase income; Unifying the standard and standardizing the management, creating the fine tour line; Develop according to the local conditions, so that farmers can get real benefits; The integration of agricultural preferential funds, development projects to promote employment; We will expand investment channels and strengthen infrastructure construction.
