【摘要】：扶贫开发工作基本实行项目制,其整个过程具有一定阶段性与延续性,涉及多方利益体,需要统筹协调才能够保障扶贫项目的目标的实现。因此,项目管理及其成效成为需要重点关注的问题。但现阶段,仍然缺乏有效的扶贫开发项目测评体系,无法针对政府扶贫项目管理提出进一步的完善措施。在这样的背景下,本研究根据政府公共项目管理理论以及相对完善成熟的项目管理成熟度模型,试图构建适用于政府扶贫项目管理的模型,以便于进行扶贫项目的管理绩效的评估,有利于项目管理能力的提升与项目管理绩效的改进,也对政府扶贫项目工作的开展具有借鉴意义。本文以美国项目管理学会(PMI)所提出的OPM3项目管理方法为基础,结合政府扶贫项目管理特征,进行实证研究。具体是通过选取具有代表性的广东省河源市东源县下围村的扶贫开发项目作为研究对象,对项目的扶贫方、受惠方、监督方与执行方开展问卷调查获取一手数据来研究和讨论广东省政府扶贫项目管理情况。主要研究内容包括:1、结合扶贫项目及其实施特征,构建了政府扶贫项目管理成熟度模型,根据十大管理要素,评估规划阶段、实施阶段和验收阶段。2、以广东省河源市东源县下围村扶贫项目为例,评估了广东省扶贫项目管理成熟度的情况,总体项目管理成熟度等级处于规范级水平。3、扶贫项目管理重点需要改进的方面是资金控制、进度控制、质量控制和信息管理。
[Abstract]:The poverty alleviation and development work basically implements the project system, its whole process has the certain stage and the continuity, involves the multi-interest body, needs to coordinate as a whole to be able to guarantee the poverty alleviation project goal realization. Project management and its effectiveness have become the focus of attention, but at this stage, there is still a lack of effective poverty alleviation and development project evaluation system. It is impossible to put forward further improvement measures for government poverty alleviation project management. Under this background, this study based on the theory of government public project management and relatively perfect mature project management maturity model. In order to evaluate the management performance of poverty alleviation projects, this paper tries to build a model suitable for the government poverty alleviation project management, which is conducive to the improvement of project management ability and the improvement of project management performance. This paper is based on the OPM3 project management method proposed by the American Institute of Project Management, combined with the characteristics of government poverty alleviation project management. Empirical study. Specifically through the selection of representative Dongyuan County, Guangdong Province, Dongyuan County poverty alleviation and development project as the research object, the project of poverty alleviation, beneficiaries. The supervisor and the executive conducted a questionnaire survey to obtain primary data to study and discuss the situation of poverty alleviation project management of Guangdong provincial government. The main research contents include: 1, combined with poverty alleviation project and its implementation characteristics. The management maturity model of the government poverty alleviation project is constructed. According to the ten management elements, the planning stage, the implementation stage and the acceptance stage are evaluated. The poverty alleviation project in Xiawei Village, Dongyuan County, Heyuan City, Guangdong Province, is taken as an example. The management maturity of poverty alleviation projects in Guangdong Province is evaluated. The overall level of project management maturity is at the standard level of .3.The key aspects of poverty alleviation project management need to be improved are fund control and progress control. Quality control and information management.
