【摘要】：近年来,上海市传统渔业经济面临发展瓶颈,国际形势复杂多变,我国与周边国家海洋权益矛盾冲突不断,海洋渔业资源不断萎缩衰减,生态环境日趋恶化,上海的如海洋捕捞,淡水捕捞以及淡水养殖等传统渔业增长缓慢,上海渔民可支配收入的发展正面临发展瓶颈,“十二五”时期是上海市渔业经济发展的关键转型期,为进一步提升上海渔民可支配收入贡献率,优化渔业产业结构,稳步增加渔民收入和渔业可持续发展能力,促进都市休闲渔业发展成为了上海发展现代渔业经济的新途径。休闲渔业是集渔业与游钓、旅游、观光、娱乐等为一体的多元化产业,是适应现代渔业可持续发展需要的新型渔业产业[1]。都市休闲渔业是休闲渔业的一个重要分支,上海都市休闲渔业是充分利用其大都市资源和渔业文化基础上的,满足上海都市居民的休闲旅游需要,推动上海渔民可支配收入发展,服务上海城市化建设的新型现代渔业[2]。上海发展都市休闲渔业具有缓解海洋性资源衰竭,促进传统渔业向现代渔业产业升级,拓展旅游空间,完善其产业结构,促进渔民增收,传播海洋文化,提高环保意识等价值意义。本文立足于上海都市休闲渔业发展的实际情况,通过对国内外研究文献的归纳,以效应理论、闲暇消费理论、产业结构理论和可持续发展理论等为理论依据,界定了休闲渔业的概念和特点,阐述了国内外休闲渔业的发展概况及经验对比,基于上海市都市休闲渔业与上海渔民可支配收入动态发展关系计量分析与SWOT分析,总结了上海市发展都市休闲渔业的优势、劣势、机遇及威胁,得出总结问题,提出了上海市都市休闲渔业发展策略的对策建议,为上海市都市休闲渔业的健康发展提供建议。通过实证分析,得出以下结论:(1)上海市都市休闲渔业蓬勃发展可以促进上海渔民可支配收入的发展,上海渔民可支配收入的增长对其都市休闲渔业也产生带动作用,两者相互作用,互相促进,形成动态发展;(2)上海都市休闲渔业在取得了较好的经济效益、社会效益和生态效益的同时也暴露出如:缺乏规划,竞争无序;资源过度浪费;项目单一,缺乏特色;资金短缺;缺乏效率等问题;(3)应发挥自身优势,弥补劣势,抓住机遇,应对挑战,实施多元化发展策略,如:科学统筹规划,完善管理机制;拓展海、陆垂钓产业,丰富休闲项目;优化产业结构,提升渔业品牌竞争力;敢于大胆创新,打造特色项目;挖掘渔文化,提升都市休闲品位;注重生态保护,实现可持续发展。
[Abstract]:In recent years, the traditional fishery economy of Shanghai is facing the bottleneck of development, the international situation is complex and changeable, the conflicts between our country and the neighboring countries' marine rights and interests are constantly in conflict, the marine fishery resources are shrinking and declining, and the ecological environment is worsening day by day. Traditional fisheries such as marine fishing, freshwater fishing and freshwater farming are growing slowly in Shanghai, and the development of disposable income of fishermen in Shanghai is facing the bottleneck of development. The 12th Five-Year Plan period is a key transition period for the development of fishery economy in Shanghai. In order to further enhance the contribution rate of Shanghai fishermen 'disposable income and optimize the structure of fishery industry. Steadily increasing fishermen 'income and sustainable development ability of fishery, promoting the development of urban leisure fishery has become a new way to develop modern fishery economy in Shanghai. Leisure fishery is a collection of fishery and fishing, tourism and sightseeing. The diversified industry of entertainment is a new type of fishery industry to meet the needs of the sustainable development of modern fishery. [1. Urban leisure fishery is an important branch of leisure fishery. Shanghai urban leisure fishery is based on making full use of its metropolitan resources and fishery culture to meet the leisure tourism needs of Shanghai urban residents. Promoting the Development of Fisherman's disposable income in Shanghai and serving the Construction of urbanization in Shanghai: a New Type of Modern Fishery. [2. The development of urban leisure fishery in Shanghai can alleviate the exhaustion of marine resources, promote the upgrading of traditional fishery to modern fishery industry, expand tourism space, perfect its industrial structure, promote the increase of fishermen's income and spread marine culture. This paper bases on the actual situation of the development of Shanghai urban leisure fishery, through the induction of domestic and foreign research literature, with the effect theory, leisure consumption theory. Based on the theory of industrial structure and sustainable development, this paper defines the concept and characteristics of leisure fishery, and expounds the development situation and experience comparison of leisure fishery at home and abroad. Based on the quantitative analysis and SWOT analysis of the relationship between Shanghai urban leisure fishery and the dynamic development of Shanghai fishermen 'disposable income, this paper summarizes the advantages, disadvantages, opportunities and threats of Shanghai's development of urban leisure fishery. Finally, the author puts forward the countermeasures and suggestions on the development strategy of urban leisure fishery in Shanghai, and provides some suggestions for the healthy development of urban leisure fishery in Shanghai. The following conclusion is drawn: 1) the flourishing development of Shanghai urban leisure fishery can promote the development of Shanghai fishermen 'disposable income, and the growth of Shanghai fishermen's disposable income will also lead to its urban leisure fishery. They interact with each other, promote each other, and form dynamic development; (2) Shanghai urban leisure fishery has obtained better economic benefits, social benefits and ecological benefits at the same time, such as: lack of planning, competition disorder; Excessive waste of resources; Single project, lack of characteristics; Shortage of funds; Lack of efficiency; Third, we should give full play to our own advantages, make up for the disadvantages, seize the opportunities, meet the challenges, and implement diversified development strategies, such as scientific overall planning, perfect management mechanism; Expand the sea, land fishing industry, rich leisure projects; To optimize the industrial structure and enhance the competitiveness of fishery brands; Daring to innovate boldly and create characteristic projects; Excavate the fishing culture, promote the city leisure grade; Pay attention to ecological protection and realize sustainable development.
