【摘要】:当前我国正进入全面深化改革的新阶段,经济社会发展进入新常态,城市化、工业化和现代化进程进一步加速发展,城市人口快速增长,对城市建设用地的需求也越来越大,人多地少、资源紧缺的矛盾日益凸显。然而,我国在城市土地利用中粗放低效利用的现象仍然较为严重,土地生态环境恶化趋势明显,使得人地矛盾进一步加剧。因此,无论是从转变经济发展方式,还是从保护土地资源、保障土地可持续利用的角度,亦或从帮助政府科学合理制定城市发展战略来看,对于城市土地集约利用的研究都具有十分重要的意义。本文运用土地经济学、公共管理学、公共政策分析等相关学科理论,采用文献研究法、数理统计分析、定量与定性相结合的方法,针对日照市城市土地集约利用问题展开研究。首先,论述了城市土地集约利用的概念内涵、特征、影响因素、评价内容和方法以及相关基础理论、法律规定等。其次,分析了日照市城市土地利用的基本情况,重点对日照市城市土地集约利用水平进行了评价分析,通过从土地利用程度、土地投入强度、土地利用效益、生态环境等方面构建评价指标体系,运用熵值法计算综合评价指数,得出2004-2013年日照市城市土地集约利用水平呈逐年升高趋势,但远低于全省平均水平,集约利用水平仍然比较低。在此基础上,文章找出了日照市城市土地集约利用上存在的问题,包括城市用地结构、空间布局不合理及土地闲置、低效利用比较普遍等,并对这些问题形成原因进行了分析。最后,文章提出了促进日照市城市土地集约利用的对策和建议,包括科学制定土地利用总体规划并严格实施、健全完善土地储备制度、进一步完善城市土地市场机制等七个方面。希望本文的分析能为城市土地集约利用理论研究和日照市城市土地集约利用实践提供些借鉴和帮助。
[Abstract]:At present, China is entering a new stage of comprehensive deepening of reform, economic and social development into a new normal, urbanization, industrialization and modernization process further accelerated development, rapid growth of urban population. The demand for urban construction land is more and more large, the population is small, and the contradiction of resource shortage is increasingly prominent. However, the phenomenon of extensive and inefficient use of urban land use in China is still more serious. The deterioration trend of land ecological environment is obvious, which further intensifies the contradiction between man and land. Therefore, whether from the perspective of changing the mode of economic development or protecting land resources to ensure the sustainable use of land. Or from the help of the government to make a scientific and reasonable urban development strategy, the study of intensive use of urban land is of great significance. This paper uses land economics, public management. Public policy analysis and other related disciplines theory, using literature research method, mathematical statistical analysis, quantitative and qualitative methods, aiming at Rizhao City urban land intensive use of the problem. First of all. This paper discusses the concept of intensive use of urban land, characteristics, factors, evaluation content and methods and related basic theory, legal provisions. Secondly, the basic situation of urban land use in Rizhao is analyzed. Focus on the Rizhao City urban land intensive use level evaluation analysis, through the degree of land use, land input intensity, land use benefits, ecological environment and other aspects of the evaluation index system. By using entropy method to calculate the comprehensive evaluation index, it is concluded that the intensive use of urban land in Rizhao city increased year by year from 2004 to 2013, but it is far lower than the average level of the whole province. The intensive use level is still relatively low. On this basis, the paper finds out the problems of intensive use of urban land in Rizhao, including the structure of urban land, unreasonable spatial distribution and idle land. The paper also analyzes the causes of these problems. Finally, the paper puts forward the countermeasures and suggestions to promote the intensive use of urban land in Rizhao City. Including the scientific formulation of the overall land use planning and strict implementation, improve and improve the land reserve system. It is hoped that the analysis of this paper can provide some reference and help for the theoretical study of intensive utilization of urban land and the practice of intensive use of urban land in Rizhao.
