【摘要】:农业是第一产业,是国家最基本的发展产业,是国民经济的重中之重,支撑着一个国家的经济发展。农业生产在我国具有战略地位,近年来的中央一号文件都聚焦于农业。宜昌是湖北省的副中心城市,其经济总量跃居长江沿线城市前列。宜昌市地理位置和气候条件优越,有葛洲坝工程和三峡工程提供灌溉和电力支持,适合于发展农业。宜昌农业人口众多,解决“三农”问题,改善农民生产生活,能够让农业成为助推宜昌特大城市建设发展的动力。智慧农业是农业信息技术由单向走向综合的新型技术,而目前我们所了解的相关知识还是凤毛麟角。虽然目前我国很多城市宣称其智慧农业已经初具规模,并且相关政府部门出台了有关的智慧农业发展规划与政策法规,但是在实施过程中一般都是简单的摸索而已。本文运用文献分析与系统分析、归纳与演绎、对比分析与规范分析、实际调查等方法,针对目前宜昌市智慧农业建设的初级阶段现状,充分借鉴国外智慧农业发展基本模式与经验,探索了适合于宜昌市发展的智慧农业生产运营体系,加速宜昌农业发展方式转型升级。本文分为六个部分,第一部分为绪论,第六部分为总结与展望,重点落在中间四个部分。第二部分概述了智慧农业研究现状及相关理论,包括智慧农业的基本概念、主要特征和价值。第三部分归纳总结了宜昌市智慧农业的发展现状,包括发展历程、取得成绩、有利条件和不利条件。第四部分是归纳国内外智慧农业的发展模式与经验借鉴。第五部分从指导思想、基本原则、对策及建议三个方面探索适合宜昌市智慧农业的发展道路。基本原则包括:加强科技创新,加快园区建设,增加自主品牌,兼顾经济效益与生态环境,规划先行、合理布局。对策及建议包括:大力加强政策扶持力度,提升农民技能,完善12306服务功能指导农业生产,发展电子商务助推农产品销售,强化追溯体系建设确保农产品质量安全,运用物联网技术实现精准作业,建立卫星遥感监测系统服务农业决策。
[Abstract]:Agriculture is the primary industry, the most basic national development industry, is the most important part of the national economy, supporting the economic development of a country. Agricultural production in China has a strategic position. In recent years, the No. 1 document of the Central Committee has focused on agriculture. Yichang is a sub-central city in Hubei Province, and its total economic output has leapt to the forefront of cities along the Yangtze River. Yichang City has superior geographical location and climatic conditions. Gezhouba Project and three Gorges Project provide irrigation and power support, suitable for the development of agriculture. Yichang agricultural population, solve the "three rural" problem, improve farmers' production and living. The intelligent agriculture is a new technology of agricultural information technology from one-way to comprehensive. At present, we know very little about it, although many cities in our country claim that their intelligent agriculture has begun to take shape. And the relevant government departments issued the development of intelligent agriculture planning and policies and regulations, but in the implementation of the process is generally a simple exploration. This paper uses literature analysis and system analysis, induction and deduction. In view of the present situation of the initial stage of the construction of intelligent agriculture in Yichang, the author fully draws lessons from the basic models and experiences of the development of intelligent agriculture in foreign countries by means of comparative analysis and normative analysis, actual investigation and other methods. This article is divided into six parts: the first part is the introduction, and the 6th part is the summary and prospect. The second part summarizes the current situation of intelligent agriculture research and related theories, including the basic concepts of intelligent agriculture. The third part summarizes the development status of Yichang intelligent agriculture, including the development process, the achievements. Part 4th is to sum up the development mode and experience of intelligent agriculture at home and abroad. Part 5th from the guiding ideology, basic principles. The basic principles include strengthening scientific and technological innovation, speeding up the construction of the park, increasing the independent brand, taking into account the economic benefits and ecological environment. The countermeasures and suggestions include: strengthening policy support, improving farmers' skills, perfecting 12306 service function to guide agricultural production, and developing e-commerce to promote agricultural products sales. Strengthen the construction of traceability system to ensure the quality and safety of agricultural products, use the Internet of things technology to achieve precision operations, and establish a satellite remote sensing monitoring system to serve agricultural decision-making.
