云阳县小型农田水利设施治理模式与管护体系研究

【摘要】：小型农田水利设施是农村最重要的基础设施之一,是农田水利工程的"最后一公里",也是国家粮食安全和社会稳定的重要保障。加强小型农田水利设施的建设和管护并充分发挥其作用,既是提高资源利用效率的关键,又是推动农业农村可持续发展的重要抓手。随着农村税费改革,特别是农业税费的取消,在原有基础上建立起来的小型农田治理模式、管护体系出现了投融资困难、新修管护不到位、水资源利用率不高等现实问题,这在一定程度上反映了村集体、农户已无力对小型农田水利设施进行建设和管护。因此,探索符合与农业农村生产生活发展实际相匹配的小型农田水利设施治理模式和管护体系已成为当前发展农业经济、提高粮食产量的一个关键性问题,也可以有效解决我国新农村建设中的"三农"问题。本文以云阳县小型农田水利设施建设和管护为出发点,旨在于探索适宜云阳县的小型农田水利设施治理模式和管护体系。本文的结构为:首先,在阅读相关文献的基础上阐述了近年来国内外关于小型农田水利设施治理、管护研究的主要内容及研究方向,分析了我国小型农田水利设施治理、管护经历的阶段过程及其特征,并对小型农田水利设施概念、农田水利基础设施概念、小型农田水利设施治理模式概念、小型农田水利设施管护体系概念等相关理论进行了界定,进一步研究分析了国内外关于小型农田水利设施的相关集成理论。其次,从云阳县小型农田水利设施发展历程、水资源开发利用现状分析、小型农田水利设施存在的问题及原因分析四个方面介绍了云阳县小型农田水利设施发展概况。再次,通过实地调查、发放调查问卷、查阅相关资料研究了云阳县现行小型农田水利设施治理模式、管护体系存在的问题及原因。最后,对云阳县小型农田水利设施治理模式和管护体系改革提出了相应的对策建议。
[Abstract]:Small water conservancy facilities is one of the most important infrastructure in rural areas, farmland water conservancy project is the "last mile", but also an important guarantee of national food security and social stability. To strengthen the construction and management of small water conservancy facilities and fully play its role, is key to improve the efficiency of resource use, is also an important starting point to promote the sustainable development of agriculture in rural areas. As the reform of rural taxes, especially the abolition of agricultural taxes, set up governance pattern of small farmland on the basis of the original management system has emerged, financing difficulties, the new management is not in place, the practical problems of the utilization of water resources, which reflects the village collective farmers in a certain extent. Have to build and manage the small irrigation and water conservancy facilities. Therefore, exploration of small-scale irrigation and water conservancy in accordance with the actual development of agriculture and rural production and living matched set treatment management module Type and management system has become the current development of agricultural economy, improve one of the key problems in food production, but also can effectively solve the new rural construction in our country "three rural issues". This paper takes Yunyang County of small water conservancy facilities construction and management as the starting point, aims to explore the suitable Yunyang County small water conservancy facilities pattern and management system. The structure of this paper is as follows: firstly, on the basis of reading the relevant literatures reviewed about small irrigation and water conservancy facilities management, the main content and direction of study and research, analysis of the small water conservancy facilities in farmland management in our country, the stage management process and the characteristics of experience, and the small water conservancy the concept of water conservancy facilities, infrastructure, small water conservancy facilities management mode defines the concept of small water conservancy facilities management system concept and related theory, Further research and analysis at home and abroad on small-scale irrigation and water conservancy facilities integration theory. Secondly, from the Yunyang county farmland water conservancy facilities in the development process, analysis of the current situation of the development and utilization of water resources, introduces the general situation of Yunyang county farmland water conservancy facilities development problems and the reasons of farmland water conservancy facilities analysis four aspects. Thirdly, through on-the-spot investigation, questionnaires, access to relevant information on the current Yunyang county farmland water conservancy facilities management mode, management system existing problems and causes. Finally, the corresponding countermeasures and suggestions for the Yunyang County small irrigation and water conservancy facilities management pattern and management system reform are put forward.
