海洋渔业船舶监管信息化管理模式的研究

【摘要】:近年来,随着社会主义市场经济体制的不断完善和国际海洋新秩序的逐步形成,国家提出了要坚持以人为本的科学发展观,在诸多类型的航运船舶中,我国渔船的管理在通航环境、海域作业、碰撞事故、气象灾害等方面对我国交通运输业健康发展的影响尤为凸显。在对渔船的管理中,既有老问题的延续和发展,也出现了一些新问题,其中突出的是渔业船舶规避监管、监管真空现象始终无法根治,违规造船现象屡禁不止,大量破坏渔业资源,渔船安全事故及环境污染现象频发,这些现象对冲击着我国海上交通管理政策,给我国在国际海洋交通管理的发展带来了很大的负面影响,给渔业生产安全带来了极大的隐患,给海上交通管理带来了很大难度。“十二五”时期,随着我国海洋经济发展示范区建设的深入,海洋经济综合竞争力和海洋可持续发展能力不断提升,对海洋公共服务能力和海洋综合管理体系提出了更高要求。但目前还没有统一的渔船数据和集成应用系统,无法掌握全国渔船的真实情况,成为我国交通与海洋信息化深入开展的一个迫切需要解决的瓶颈。本文针对渔业船舶监督管理的实际情况,首先从管理模式的研究入手,分析了A管理模式(金字塔组织架构)、B管理模式(扁平化学习型组织架构)和C管理模式(智慧型组织架构)的特点,结合实际需求选择C管理模式,采用“以人为型”的组织架构、“以人为本”的运营原则和“道法自然”的管理理念,构建渔船监管体系。其次,对信息技术的企业或组织中的重要作用进行了分析,重点分析了信息技术运用到渔业船舶监管过程中的作用和意义,综合运用计算机技术、数据库技术、互联网技术、射频卡技术等,提出了渔业船舶监管信息化管理模式。最后在信息化管理模式下围绕综合数据库、渔船监管功能、综合信息服务功能等三大部分,将新兴的管理模式与固有的渔业船舶管理系统相互融合,进行系统架构设计和功能设计。本文所建立的渔业船舶监管信息化管理模式为全面提升渔业船舶管理水平提供了良好的解决方案。
[Abstract]:In recent years, with the continuous improvement of the socialist market economic system and the gradual formation of the new international marine order, the state has proposed to adhere to the people-oriented concept of scientific development in many types of shipping ships. The management of fishing vessels in our country in navigation environment, sea area operations, collision accidents, meteorological disasters and other aspects of the healthy development of transport industry in China is particularly prominent. In the management of fishing boats. There are not only the continuation and development of the old problems, but also some new problems, among which, the prominent one is that fishing vessels avoid supervision, the phenomenon of regulatory vacuum can not be cured, the phenomenon of illegal shipbuilding is not prohibited again and again, and the fishery resources are destroyed in large quantities. Fishing vessel safety accidents and environmental pollution phenomena occur frequently, these phenomena impact on the marine traffic management policy of our country, and bring great negative impact to the development of international maritime traffic management in our country. It brings great hidden trouble to fishery production safety and brings great difficulty to maritime traffic management. During the 12th Five-Year Plan period, with the development of marine economy in our country, the construction of demonstration zone has been deepened. The comprehensive competitiveness of the marine economy and the ability of sustainable development of the ocean have been continuously improved. However, there is no uniform fishing vessel data and integrated application system, which is unable to grasp the real situation of fishing vessels in China. It has become an urgent bottleneck for the further development of transportation and marine information in China. This paper aims at the actual situation of the supervision and management of fishery vessels, starting with the research of management mode. This paper analyzes the characteristics of A management mode (pyramid organization structure) and C management mode (flattened learning organization structure) and C management mode (intelligent organization structure), and selects C management mode according to actual needs. Adopt the organizational structure of "artificial type", "people-oriented" operation principle and "Taoism natural" management concept, build fishing vessel supervision system. Secondly. This paper analyzes the important role of information technology in enterprises or organizations, especially analyzes the role and significance of information technology in the process of fishery ship supervision, and synthetically applies computer technology and database technology. Internet technology, radio frequency card technology, put forward the fishery ship supervision information management model. Finally, in the information management mode around the comprehensive database, fishing vessel supervision function, integrated information service function, etc. The emerging management model is integrated with the inherent management system of fishing vessels. The system architecture design and function design are carried out. The information management model of fishery ship supervision established in this paper provides a good solution for improving the management level of fishery ship.
