广东省五华县扶贫对策研究

【摘要】：2016年是全面建成小康社会决胜阶段的开局之年,也到了脱贫攻坚的冲刺阶段,首要任务就是解决所有贫困地区的脱贫问题。在我国长期的扶贫过程中,规模性扶贫开发工作虽取得了巨大成果,但是已经与我国现阶段的贫困形势不相符,需要进一步创新扶贫机制,以习近平精准扶贫思想为指导,实施精准扶贫。笔者主要采用了文献研究法、实地考察法、案例研究法,结合扶贫相关理论及公共产品理论,就五华县扶贫方式、贫困户认定、扶贫工作考核三方面分析五华县扶贫问题的原因,并结合公共产品理论提出对策建议,从而有效解决扶贫的问题。本文主要包含以下五大部分:本文的第一部分为绪论部分,介绍了本文的研究背景、国内外扶贫事业研究现状及论文的研究内容的分析等;第二部分为相关概念及理论基础介绍,重点包括贫困、扶贫、精准扶贫的概念解析及公共产品理论介绍;第三部分基于五华县基本概况及农民收入问卷调查,为五华县反贫困现状及面临的问题分析,主要包括五华县农村地区扶贫情况概述及五华县农村地区扶贫面临的问题,同时分析了五华县农村地区扶贫面临问题的原因;第四部分研究五华县农村地区的扶贫对策,主要结合公共产品理论,从扶贫方式、扶贫认定、考核三方面提出对策建议。最后一部分为本文的结论部分,主要对全文的研究内容进行总结,并对今后的研究方向进行展望。希望本文的研究可以帮助五华县完善贫困山区公共产品供给提出一系列有效的供给对策,拓宽农民民需求表达渠道,为五华县扶贫工作敬献微薄之力。
[Abstract]:2016 is a comprehensive well-off society built the decisive stage at the beginning of the year, but also to the final stage of poverty alleviation, the primary task is to solve the poverty problem of all poor areas in our country. The long-term poverty reduction process, the scale of poverty alleviation and development work has made great achievements, but the situation is poor and the present stage of our country do not match, the need for further innovation of poverty alleviation mechanism, with Xi Jinping precise poverty as guiding ideology, implement precise poverty. The author mainly uses the literature research method, investigation method, case study method, combined with the poverty related theory and the theory of public goods, the Wuhua county poverty, poor households identified, analysis of the causes of Wuhua county poverty alleviation assessment poverty alleviation through three aspects, combined with the theory of public goods put forward countermeasures and suggestions, so as to effectively solve the poverty problem. This paper mainly includes the following five parts: the first part of this paper. The introduction part introduces the research background, research content at home and abroad and the research status of poverty alleviation and cause analysis; the second part is the related concepts and theoretical basis, including poverty, poverty alleviation, precise poverty alleviation concept analysis and the theory of public product introduction; the third part of the investigation of Wuhua County basic situation and the income of farmers based on the questionnaire, analysis of Wuhua county poverty status and problems, including facing the poverty relief situation in rural areas in rural areas of Wuhua county and Wuhua County overview area, also analyzes the reasons for poverty problems in Wuhua county rural area; poverty alleviation measures in rural areas on the fourth part of Wuhua County, combining with the theory of public goods from the way of poverty alleviation, poverty alleviation, identification, countermeasures and suggestions are put forward to evaluation three aspects. The last part is the conclusion of this article, including the main research content This paper summarizes and summarizes the future research directions. I hope this study can help Wuhua improve the supply of public products in poor mountainous areas, and put forward a series of effective supply strategies, broaden the expression channels of farmers' needs, and provide a modest support for Wuhua county's poverty alleviation.
