新型农村合作医疗大病保险的实施效果评估:基于CFPS的数据分析

【摘要】：目的:从大病支出的发生概率和经济负担两个方面评估新型农村合作医疗大病保险的实施效果。方法:基于2014年中国家庭追踪调查(CFPS)的农户数据,运用两部分模型分析大病保险推行后大病支出的发生概率和经济负担的变化情况。结果:新型农村合作医疗大病保险没有降低大病支出的发生概率,但显著地减轻了中部和东部地区患病农民的经济负担。结论:新型农村合作医疗大病保险在中部和东部地区取得了较好的实施效果,而在西部地区的效果较差;新型农村合作医疗应建立预防保健体系,同时需进一步完善大病保险在西部地区的补偿政策。
[Abstract]:Objective: to evaluate the effectiveness of the new rural cooperative medical insurance system in terms of the incidence probability and economic burden of serious illness expenditure. Methods: based on the 2014 Chinese Family tracking Survey (CFPSS). Of farmers. Using the two-part model to analyze the occurrence probability and economic burden of the serious illness after the implementation of the serious illness insurance. Results: the new rural cooperative medical insurance did not reduce the incidence of serious illness expenditure probability. Conclusion: the new rural cooperative medical insurance has achieved a good effect in the central and eastern areas, but the effect is poor in the western region. The new rural cooperative medical system should be established and the compensation policy of the insurance for serious illness in the western region should be further improved.
