基于农业产业化视角的“山东黑牛”产业发展研究

【摘要】：“山东黑牛”产业作为高青特色农业的重要组成部分,对高青县农业产业结构的升级和农业发展方式的转变都起到了非常重要的推动作用。经过这几年的发展,“山东黑牛”产业发展对农业的贡献比重也逐年的增长,逐渐成为高青县发展的支柱产业和主导产业。而“山东黑牛”产业发展不仅是整个高青县经济发展的重要项目,更是黄河三角洲高效生态经济区十六个重点项目之一。因此,“山东黑牛”的产业发展不仅关系到整个高青县的整体产业升级和结构转变进程,更关系到整个黄河三角洲高效生态经济区的顺利成功实现。基于此,本文将从农业产业化角度出发,对当前“山东黑牛”的产业化发展展开研究。研究的主要思路是根据目前山东黑牛的发展模式以“龙头企业+生产基地+农户”为主,龙头企业在产业化过程中起到了重要的带动作用,所以龙头企业的绩效可以作为“山东黑牛”产业化程度的重要参考依据。因此在研究中将通过构建绩效综合评价指标体系,将龙头企业绩效作为目标层。目标层以下又分为了潜力绩效、财务绩效和社会绩效3个准则层;准则层以下又细分成28个指标。然后运用层次分析法确定各个指标的权重,运用模糊综合评判分析法,根据各个指标的模糊隶属度,求出最终的模糊综合评价结果。最后则根据评价结果以及根据以往研究经验和专家意见编制的山东黑牛产业化程度加权值和标准分值设置表,对照企业绩效综合评价结果所处的范围区间。最后绩效评价的结果显示,当前山东黑牛的产业化程度依然较低,龙头企业绩效中财务绩效所占的权重最高,为0.43;其次是潜力绩效,权重为0.33,最后是社会绩效,为0.24。可以看出,虽然当前山东黑牛虽然产业化的程度较低,但是依然具有很大的发展潜力,凭借龙头企业自身的良好运营,将来一定能够进一步促进“山东黑牛”产业化程度的提高,并充分发挥对“三农”的带动作用。
[Abstract]:As an important part of high-green characteristic agriculture, "Shandong Black cattle" industry has played a very important role in promoting the upgrading of agricultural industrial structure and the transformation of agricultural development mode in Gaoqing County. The contribution of the development of "Shandong Black cattle" industry to agriculture is also increasing year by year. It has gradually become the pillar industry and leading industry of the development of Gaoqing County, and the development of "Shandong Black cattle" industry is not only an important project of the economic development of the whole county. Therefore, the industrial development of "Shandong Black cattle" is not only related to the overall industrial upgrading and structural transformation process of the whole Gaoqing County. It is also related to the successful realization of the efficient ecological economic zone of the Yellow River Delta. Based on this, this paper will proceed from the angle of agricultural industrialization. The main idea of this study is to focus on the "leading enterprise production base farmers" according to the current development model of Shandong black cattle. Leading enterprises have played an important role in the process of industrialization. Therefore, the performance of leading enterprises can be taken as an important reference basis for the industrialization of "Shandong Black cattle". This paper takes the performance of leading enterprises as the target layer. Below the target level, it is divided into three levels: potential performance, financial performance and social performance. Then the weight of each index is determined by analytic hierarchy process (AHP) and the fuzzy comprehensive evaluation method is used according to the fuzzy membership degree of each index. Finally, according to the evaluation results and according to the previous research experience and expert opinion, the weighted value and standard score table of Shandong black cattle industrialization degree were worked out. The results of the final performance evaluation show that the degree of industrialization of Shandong black cattle is still low, the financial performance of the leading enterprises account for the highest weight. 0.43; The second is potential performance, the weight is 0.33, the last is social performance, 0.24. it can be seen that although the current degree of industrialization of Shandong black cattle is low, but still has a great potential for development. Depending on the good operation of the leading enterprises themselves, it will surely further promote the industrialization of "Shandong Black cattle" in the future, and give full play to the driving role of "agriculture, countryside and farmers".
