精准扶贫:贫困人口幸福的“远”与“近”

【摘要】：党的十八大以来,国家在扶贫工作上作了一系列的战略部署,对扶贫开发给予了高度重视。习总书记就扶贫工作也提出重要论述,尤其是在未来的"十三五"时期,我国要实现全面建成小康社会的第一个百年奋斗目标,"小康不小康,关键看老乡""全面不全面,脱贫是关键"。鉴于这一重大战略地位,本文在分析精准扶贫内涵及意义基础上,从精准扶贫、精准脱贫、全面小康三者之间的逻辑关系中阐释贫困人口幸福"远"与"近"的丰富内涵。从贫困人口幸福"远"、"近"内涵中重点研究精准扶贫可持续性面临的现实困境及解决路径。
[Abstract]:Since the 18 National Congress of the Party, the state has made a series of strategic arrangements in the work of helping the poor, and has attached great importance to poverty alleviation and development, and General Secretary Xi has also put forward an important exposition on the work of helping the poor. Especially in the future "the 13th Five-Year Plan" period, our country wants to realize the goal of building a well-off society in an all-round way for the first hundred years. "if a well-off society is not well off, the key to look at fellow townships" is that it is not comprehensive in an all-round way. In view of this important strategic position, based on the analysis of the connotation and significance of precision poverty alleviation, this paper analyzes the precision poverty alleviation and the precision poverty reduction. In the logical relationship between the three well-to-do people, the rich connotation of "far" and "near" of the happiness of the poor population is explained, and the happiness of the poor population is "far away". In the connotation of "near", the focus is on the realistic predicament and solution path of precision poverty alleviation sustainability.
