蒙自市农业生产性基础设施供给问题及对策研究

【摘要】：农村公共物品供给一直是国内学者关注的重点之一,作为公共物品的农业生产性基础设施是农业发展的基本要素,对农业生产条件的改善,成本的降低起着至关重要的作用。近年来,国内外学者均从不同的角度对农业生产性基础设施供给问题进行了不同程度的研究,外国学者通过相关数据论证得出农业生产性基础设施的供给数量和发展程度与农村人均收入成正比。而国内学者则主要从供给主体的角度对其进行了深入的研究,而这个供给的主体就是政府。本文在综合分析国内外文献资料的基础上,以公共产品供给理论、政府职能理论为指导,根据“现状描述—提出问题并剖析原因—对策措施”的基本思路,将论文划分以下部分：首先是有关概念、特征的介绍,在此基础上将农业生产性基础设施详细划分为五类,并阐述每一类所包含的内容和作用,这也是本文的创新之处。由此可得出生产性基础设施涉及到农业生产的各个方面,不只有农田水利和道路建设类。第二部分则是个案研究,这是本文研究视角上的创新之处。首先阐述蒙自市农业生产性基础设施供给和需求现状,提出当前存在的问题,主要包括提供总量不足,供给不均衡,供给与需求不匹配,使用寿命短,建设不彻底等。并分析问题产生的原因,主要包括基层政府政策落实能力欠缺,财政投入不足,政府对供给产品监管不到位以及建后维护管理体制不健全等。蒙自市的特色农业发展具有重大的战略和经济意义,其生产性基础设施的供给就显得更为必要。第三部分是对策的提出。从政府职能角度,政府财政投入,供给总量,供给质量的审核机制以及建后维护管理体制和相关基层组织的影响力等方面入手,提出了具有参考和实际操作价值的措施和对策。虽然按照事物的发展,这些措施和对策都不是一劳永逸的,但是能够希望能够解决目前的问题。本文采用个案研究和理论分析相结合,以蒙自市农业为研究对象,生产性基础设施供给问题及对策为研究内容,最后得出以下结论：(1)各类农业生产性基础设施是农业发展的基本要素；(2)政府供给主体责任的强化是改善供给的主要保证。(3)政府资金投入是保证供给总量的重要手段；(4)管理体制的优化是提高农业生产性基础设施质量的有力武器。
[Abstract]:The supply of rural public goods has always been one of the focal points of domestic scholars. As a public goods, agricultural productive infrastructure is the basic element of agricultural development, and the improvement of agricultural production conditions. In recent years, scholars at home and abroad have studied the supply of agricultural productive infrastructure from different angles. Through the relevant data, foreign scholars conclude that the quantity and development of agricultural productive infrastructure is directly proportional to the rural per capita income, while domestic scholars mainly from the point of view of the supply of the main body of in-depth research. And the main body of this supply is the government. Based on the comprehensive analysis of domestic and foreign literature, this paper, guided by the theory of supply of public goods and the theory of government function, according to the basic ideas of "describing the current situation, putting forward problems and analyzing the reasons and countermeasures", The paper is divided into the following parts:. The first is the introduction of concepts and features, on the basis of which the agricultural productive infrastructure is divided into five categories, and the contents and functions of each category are elaborated. This is also the innovation of this paper. It can be concluded that the productive infrastructure involves all aspects of agricultural production, not just farmland and water conservancy and road construction. The second part is the case study, which is the innovation of this paper. Firstly, it expounds the supply and demand status of the agricultural productive infrastructure in Mengzi city, and points out the existing problems, mainly including the shortage of the total supply. Unbalanced supply, mismatch between supply and demand, short service life, incomplete construction and so on. The causes of the problems are analyzed, including the lack of capacity to implement policies of grass-roots governments, and insufficient financial investment. The government does not supervise the supply of products and the management system of maintenance after construction is not perfect. The development of characteristic agriculture in Mengzi city is of great strategic and economic significance, and the supply of its productive infrastructure is even more necessary. The third part is the countermeasures. From the angle of government function, the government financial input, the total supply, the audit mechanism of supply quality, and the influence of the management system and relevant grass-roots organizations, etc. Measures and countermeasures with reference and practical operational value are put forward. Although according to the development of things, these measures and countermeasures are not once and for all, they can hope to solve the present problems. This paper combines case study with theoretical analysis, taking the agriculture of Mengzi as the research object, and the supply problems and countermeasures of productive infrastructure as the research contents. Finally, the following conclusion is drawn: 1) all kinds of agricultural productive infrastructure is the basic element of agricultural development. The strengthening of the main responsibility of government supply is the main guarantee of improving supply. The optimization of management system is a powerful weapon to improve the quality of agricultural productive infrastructure.
