天津都市型现代农业发展问题研究

【摘要】：伴随天津市滨海新区建设上升为国家战略之一,并身负“经济增长第三极”的重任后,天津市已将城市战略定位由“北方重要经济中心和现代港口城市”升级为“国际港口城市、北方经济中心和生态城市”,并努力承接北京地区的高新成果转化、尖端产业转移,为发展先进制造业、做强做大实体经济做出贡献。而在这其中,如何将三地相互衔接、相互联系的“三农”问题解决好,将对京津冀协同发展的实现起到重要作用。推进京津冀协同发展,都市型现代农业的基础地位亟待强化,实现经济功能向社会、生态功能的转变,使农业的休闲娱乐、观光旅游和保护生态功能达到主导地位。因此,按照“国际港口城市、北方经济中心及生态城市”的城市战略新定位,以及我市加快建设美丽天津的总体部署,发展都市型现代农业是我市目前农业经济发展的战略抉择和现实要求。全文首先系统阐述了国内外都市型现代农业经济发展的研究进展与经验并对都市型现代农业经济的基本理论作了简要评析与归纳总结,为更加深入探讨天津都市型现代农业经济发展奠定理论基础。第二,从理论研究和实践角度看,本文从京津冀协同发展战略和建设美丽天津的客观需求以及都市型现代农业经济功能转变等现实需求,深度剖析天津市都市型现代农业在经济发展新常态下发展的国际国内环境因素,以此为基础,为我市都市型现代农业的发展及研究提出客观素材与现实依据。第三,从研究方法的角度来看,本文研究采用理论联系实际的方法,对我市都市型现代农业的情况进行调查,搜集相关资料,积累了第一手资料。利用了比较分析的方法,分析了国内外典型国家和地区都市型现代农业的成功发展经验,提出可供借鉴的发展举措。运用理论与实证分析相结合的方法,对天津都市型现代农业发展的历史与现状进行系统分析,提出天津都市型现代农业有效发展的途径,为进一步提高天津都市型现代农业的发展提供参考,并为推进都市型现代农业发展的理论研究及实践提供科学的依据。
[Abstract]:With the construction of Tianjin Binhai New area as one of the national strategies, and with the heavy responsibility of "the third pole of economic growth", Tianjin has upgraded its strategic position from "important economic center in the north and modern port city" to "international port city, northern economic center and ecological city," and has made great efforts to undertake the transformation of high-tech achievements and the transfer of cutting-edge industries in Beijing. In order to develop the advanced manufacturing industry and strengthen the real economy, how to solve the problems of "agriculture, countryside and farmers", which are connected with each other, will play an important role in the realization of the coordinated development of Beijing-Tianjin-Hebei. To promote the coordinated development of Beijing-Tianjin-Hebei, the basic position of urban modern agriculture needs to be strengthened urgently, to realize the transformation of economic function to social and ecological function, so that agriculture's leisure and entertainment, sightseeing and tourism, and ecological protection function reach the leading position. According to the new positioning of the city strategy of "International Port City, North Economic Center and Ecological City" and the overall plan of speeding up the construction of beautiful Tianjin in our city, The development of urban modern agriculture is the strategic choice and realistic requirement of our city's current agricultural economy development. First of all, this paper systematically expounds the research progress and experience of the development of urban modern agricultural economy at home and abroad, and makes a brief analysis and summary of the basic theory of urban modern agricultural economy. To lay a theoretical foundation for a more in-depth discussion on the development of modern agricultural economy in Tianjin. Second, from the perspective of theoretical research and practice, Based on the development strategy of Beijing, Tianjin and Hebei, the objective demand of constructing beautiful Tianjin and the changing function of modern agricultural economy of urban type, This paper analyzes in depth the international and domestic environmental factors of the development of modern urban agriculture in Tianjin under the new normal of economic development. On this basis, it puts forward the objective material and realistic basis for the development and research of urban modern agriculture in Tianjin. From the point of view of research method, this paper adopts the method of combining theory with practice to investigate the situation of urban modern agriculture in our city, collect relevant data, accumulate first-hand data, and make use of the method of comparative analysis. This paper analyzes the successful development experience of urban modern agriculture in typical countries and regions at home and abroad, and puts forward some development measures that can be used for reference. This paper systematically analyzes the history and present situation of the development of modern agriculture in Tianjin, and puts forward the ways of effective development of modern agriculture of urban type in Tianjin, so as to provide a reference for further improving the development of modern agriculture of urban type in Tianjin. It provides a scientific basis for the theoretical research and practice of promoting the development of modern urban agriculture.
