山东省低碳农业发展评价与对策研究

【摘要】:当今社会,能源过度消耗、温室效应加剧、雾霾天气频繁出现等成为困扰全球的问题,寻求一条能够实现经济与环境协调发展的道路显得相当重要。近年来,以低能耗、低污染、低排放为理念的低碳经济已成为社会经济发展方式转变的必然选择,也是解决环境、能源问题的有效途径。低碳农业作为低碳经济不可或缺的一部分,很显然地成为被关注的焦点。山东省作为传统的农业大省,在农业生产领域推广节能减排、开发利用农村新能源,转变农业传统发展模式,实现农业有序健康发展是必然选择。本文立足于现实,主要针对山东省低碳农业发展水平进行定量评价,并探讨了其制约因素,针对评价结果分析其发展过程中存在的主要问题,提出推进山东省低碳农业发展的对策建议。论文首先对低碳农业的研究背景和国内外研究现状进行整理,并在此基础上对低碳农业相关概念及基础理论进行概述,为下文的研究奠定理论基础。 其次,在对山东省低碳农业发展现状进行分析的基础上,从农业经济发展水甲、农业环境与能耗、农业人员状况三个方面出发,构建山东省低碳农业发展水平的评价指标体系,在此基础上运用熵值法对山东省2004-2013年间的低碳农业发展水平进行实证分析,整体把握近年来山东省低碳农业的发展趋势。接着从农业投入与产出的角度出发,运用灰色关联度分析法探讨了山东省低碳农业发展的制约因素,并结合第二部分的评价结果进行分析,找出山东省在发展低碳农业过程中存在的主要问题。最后,针对存在的问题提出了推进山东省低碳农业发展的对策建议。最后,对本文主要的研究内容及取得的成果进行总结,并指出本文研究中存在的不足之处,为以后相关方面的研究提供了参考。
[Abstract]:Nowadays, excessive consumption of energy, aggravation of Greenhouse Effect and frequent appearance of haze weather have become global problems. It is very important to find a way to achieve the harmonious development of economy and environment. In recent years, with low energy consumption, it is very important to find a way to achieve harmonious development of economy and environment. Low-carbon economy with the concept of low pollution and low emission has become an inevitable choice for the transformation of the mode of social and economic development and an effective way to solve the environmental and energy problems. Low-carbon agriculture is an indispensable part of the low-carbon economy. Shandong Province, as a large traditional agricultural province, promotes energy conservation and emission reduction in the field of agricultural production, develops and utilizes new rural energy sources, and changes the traditional agricultural development model. It is an inevitable choice to realize the orderly and healthy development of agriculture. Based on the reality, this paper mainly evaluates the development level of low-carbon agriculture in Shandong Province, and discusses its restrictive factors. Based on the analysis of the main problems in the development of low-carbon agriculture in Shandong Province, the paper puts forward the countermeasures and suggestions for promoting the development of low-carbon agriculture. Firstly, the research background of low-carbon agriculture and the current research situation at home and abroad are sorted out in this paper. On this basis, the related concepts and basic theories of low-carbon agriculture are summarized, which lays a theoretical foundation for the following research. Secondly, based on the analysis of the current development situation of low-carbon agriculture in Shandong Province, from the perspective of agricultural economic development, Based on three aspects of agricultural environment, energy consumption and agricultural personnel status, the evaluation index system of low carbon agriculture development level in Shandong Province is constructed. Based on this, the development level of low carbon agriculture in Shandong Province from 2004 to 2013 is empirically analyzed by using entropy method. The development trend of low-carbon agriculture in Shandong Province in recent years is grasped as a whole. Then, from the angle of input and output of agriculture, the paper discusses the restrictive factors of low-carbon agriculture development in Shandong Province by using grey correlation degree analysis. Based on the analysis of the evaluation results in the second part, the main problems in the development of low-carbon agriculture in Shandong Province are found out. Finally, the countermeasures and suggestions to promote the development of low-carbon agriculture in Shandong Province are put forward. The main research contents and achievements of this paper are summarized, and the shortcomings of this study are pointed out, which provides a reference for the related research in the future.
