吉林省城镇化建设中农村剩余劳动力转移问题研究

【摘要】：农村剩余劳动力的产生与转移与城镇化的发展相辅相成，相互促进。二者都是一个国家或地区社会经济发展到一定阶段的产物。有效的协调好农村剩余劳动力的转移与城镇化的发展，合理引导好农村剩余劳动力向城市转移，对于我国现阶段无论是构建社会主义新农村建设还是早日实现工业化与现代化都具有非常深远的意义。本文以吉林省为例，深入分析了吉林省在城镇化进程中农村剩余劳动力转移的原因，转移方式以及转移过程中所出现的问题及制约因素，并提出了相应的解决办法。吉林省是我国重要的农业大省，随着现代农业科学技术的不断发展和国家各项惠农政策的实施，吉林省也产生了大量的农村剩余劳动力资源，在吉林省的城镇化进程中合理的将这些剩余劳动力资源转移到城市的第二产业，第三产业中，将他们的劳动能力转化为强大的生产力，实现劳动力资源的最优配置对于吉林省国民经济的持续发展具有极其重要的作用。本文以马克思主义相关理论为基础，坚持理论与吉林省城镇化进程中剩余劳动力转移的具体实际相结合，，坚持实事求是，具体问题具体分析，针对研究中遇到的具体问题，提出了合乎实际的相关解决方案。文章共分为四个部分。第一章为绪论，包括了文章的研究背景及意义，研究方法，国内外研究现状以及文章的创新与不足。第二章首先介绍了文章中出现的一些基本概念，然后具体介绍了吉林省在城镇化建设中农村剩余劳动力转移的现状。共分为两个部分，第一部分是吉林省城镇化建设的现状，包括城镇化进程缓慢，缺乏必要的资金、政策支持,城镇化质量较低等现状。第二部分是农村剩余劳动力转移的现状。它包括农村剩余劳动力地域化转移明显，季节性转移明显，转移主体的年龄和转移方向上有明显的规律可循以及以自发性转移为主的现状。第三章具体介绍了吉林省在城镇化建设中农村剩余劳动力转移所遇到的问题及制约因素。分为两个部分，第一部分是吉林省城镇化建设中农村剩余劳动力转移存在主要问题，第二部分是吉林省城镇化建设中农村剩余劳动力转移存在制约因素，其中包括农村剩余劳动力转移半径小，流速慢；农村剩余劳动力知识水平落后，竞争劣势明显等问题。第四章中针对现阶段吉林省城镇化建设中所面临的一些问题和制约因素提出了切实可行的建议和对策。例如提出农民职业化，发展新型城镇，增加政府的财政支出和政策支持等方案。主观与客观相结合，在吉林省城镇化进程的不断深入中合理有效的转移农村的剩余劳动力资源，实现资源的最优配置。
[Abstract]:The generation and transfer of rural surplus labor and urbanization development complement each other, mutual promotion. The two is the product of a certain stage of a country or region economic and social development. Effective coordination of the transfer of rural surplus labor and urbanization development, a reasonable guide the rural surplus labor transfer to the city, for our country at this stage both has very far-reaching significance for constructing socialism new rural construction is to realize industrialization and modernization.
This paper takes Jilin Province as an example, in-depth analysis of the causes of Jilin province in the process of the transfer of rural surplus labor force in cities and towns, problems and constraints of the way and the transfer process of the transfer, and puts forward the corresponding solutions. Jilin province is an important agricultural province, with the implementation of modern agricultural science and technology the continuous development and national policy, Jilin province has a large number of surplus rural labor resources, the process of urbanization in Jilin Province in the reasonable surplus labor transfer to the city's second industries, third industries, their labor ability into powerful productivity, achieve the optimal allocation of labor resources has a very important role in the sustainable development of national economy in Jilin province. Based on the theory of Marx theory, adhere to the urban theory and Jilin Province in Combined with the specific practice of the transfer of surplus labor in the process, we must persist in seeking truth from facts, analyze specific problems, and put forward practical solutions for specific problems encountered in the study.
The article is divided into four parts.
