延庆县农民合作社发展的问题及对策研究

【摘要】：我国是一个以农业为本的农业大国,农村人口数量占一半以上。“三农”问题与我国的经济发展和社会进步和谐密切相关。所以在现有的条件下,我国发展首要的就是怎么增加农民的收入、在国际竞争中提升我国的农业水平,这同样是目前我国新农村建设面临的现实问题。特别是已经召开的十八大对“三农”问题阐述很多,对农民合作社的要求也更进一步。故而大力发展农民合作社,不但能够提升目前市场经济条件下我国的农业发展水平,而且可以促进先进农业技术的推广,提高农业市场竞争力,培养广大农民的民主意识和合作意识,提高农民组织化水平和收入。同时这又是推进社会主义新农村建设,实现我国发展总体目标的有效途径,有利于我们解决“三农”问题、推动新农村建设和构建农村和谐社会。本文的绪论部分介绍了课题的研究背景、研究目的与意义、国内外研究现状和研究内容、方法等内容;然后介绍本研究得以开展以及发展农民合作社的理论依据,论述发展农民合作社的必要性;再次,研究延庆县农民合作社的发展现状,从介绍延庆县农民合作社的发展特点入手,深刻分析延庆县农民合作社发展中存在的主要问题,剖析影响其发展的制约因素;第三,介绍了国内外其他农民合作社开展的较好的经验,以实现启示延庆县农民合作社的发展;第四;通过对延庆县农民合作社遇到的问题以及制约因素的综合分析,从政府、合作社以及农民三个层次,提出了科学、目的性强、可操作性高的发展建议;最后,对全文进行总结。
[Abstract]:China is a large agricultural country based on agriculture, and the rural population accounts for more than half of the population. The problems of "agriculture, countryside and farmers" are closely related to the economic development and social progress of our country. Therefore, under the existing conditions, The most important thing in our country's development is how to increase farmers' income and raise our agricultural level in international competition. This is also a realistic problem facing the construction of a new rural area in our country at present. In particular, the 18 National Congress, which has been held, has expounded a lot on the issue of "agriculture, countryside and farmers", and has made further demands on the peasants' co-operatives. Therefore, we have vigorously developed peasant cooperatives. It can not only enhance the level of agricultural development in our country under the current market economy conditions, but also promote the popularization of advanced agricultural technology, enhance the competitiveness of the agricultural market, and cultivate the democratic and cooperative consciousness of the broad masses of farmers. At the same time, it is an effective way to promote the construction of a new socialist countryside and to achieve the overall goal of our country's development, which is conducive to solving the "three rural" problems. The introduction of this paper introduces the research background, research purpose and significance, domestic and foreign research status, research content, methods and so on. Then it introduces the theoretical basis of the research and the development of farmers' cooperatives, and discusses the necessity of developing farmers' cooperatives. Thirdly, it studies the current situation of the development of farmers' cooperatives in Yanqing County. Starting with the introduction of the characteristics of the development of farmers' cooperatives in Yanqing County, this paper deeply analyzes the main problems existing in the development of farmers' cooperatives in Yanqing County, and analyzes the restrictive factors that affect the development of farmers' cooperatives in Yanqing County. This paper introduces the better experiences of other farmers' cooperatives at home and abroad in order to realize the development of farmers' cooperatives in Yanqing County, 4th. Through the comprehensive analysis of the problems and constraints encountered by farmers' cooperatives in Yanqing County, Three levels of cooperatives and farmers, put forward scientific, purposeful, operational development proposals; finally, the full text is summarized.
