农村发展能力评价指标体系构建与应用研究

【摘要】：当前,区域发展差距及其成因研究已成为学术界关注的焦点,但针对农村发展能力的研究还处于起步阶段,且对农村发展能力的评价大多止步于定性研究。本文通过对相关理论深入分析,定义农村发展能力的四大维度,认为农村发展能力就是农村地区吸引资本、劳动力等要素聚集,提高资源配置效率,增强农产品市场竞争力,提升生态环境承载力的综合能力体现。本论文在区域发展理论和能力理论指导下,参考相关指标体系设计方法与评价指标内容,构建区域发展能力与农村发展能力两套评价指标体系,采用层次分析法,通过逐级加权合成,得到区域发展能力和农村发展能力总指数。RACDI(Rural Areas Capacity Development Index)选择的指标评价内容既与RCDI(Reginal Capacity Development Index)保持一致,又侧重体现了农村发展能力的特殊性。本指标体系测算指标个数适中,指标数据获取难度小,既能较全面的反映农村发展能力的实际情况,也能减轻指标搜集的工作量;总指数的合成方法简单方便,易于掌握。利用本论文构建的评价指标体系对东中西6省的RCDI和RACDI进行测算分析,得出结论。东中西6省RACDI差距明显,尤其是贵州省的RACDI各年都处于最低水平。RACDI分项能力中除产品竞争力个别年份变化较大外,要素聚集能力、资源分配率和生态环境承载力的波动较为平缓。江苏省的RCDI高于其他5省,但其RACDI并不表现出同等的优势,而贵州省的RACDI处于最低水平,但RCDI也不处于绝对的劣势。这说明区域发展能力强的地区,其农村发展能力并不一定就强;相反,农村发展能力弱的地区,其区域发展能力也不一定就弱于其他地区,农村发展能力与区域发展能力并不是同等同向变化的。
[Abstract]:At present, the research on regional development gap and its causes has become the focus of academic attention, but the research on rural development ability is still in its infancy. And the evaluation of rural development ability mostly stops at qualitative research. Through in-depth analysis of relevant theories, this paper defines four dimensions of rural development ability, and concludes that rural development ability is the accumulation of capital and labor force in rural areas. Under the guidance of regional development theory and ability theory, this paper refers to the design method of relevant index system and the content of evaluation index, under the guidance of regional development theory and ability theory, and improve the efficiency of resource allocation, enhance the market competitiveness of agricultural products, and enhance the comprehensive ability of carrying capacity of ecological environment. Constructing two sets of evaluation index system of regional development ability and rural development ability, adopting analytic hierarchy process, through step by step weight synthesis, The evaluation contents of regional development capacity and rural Areas Capacity Development index are consistent with that of RCDI(Reginal Capacity Development index, but also embody the particularity of rural development ability. The number of indexes measured in this index system is moderate. The difficulty of obtaining index data is small, which can not only reflect the actual situation of rural development ability more comprehensively, but also reduce the workload of index collection; the synthesis method of total index is simple and convenient. It is easy to master. Using the evaluation index system constructed in this paper, the RCDI and RACDI of the six provinces of East and West are calculated and analyzed, and the conclusion is drawn that the RACDI gap between East and West provinces is obvious. Especially in Guizhou province, the ability of RACDI in each year is at the lowest level. The RCDI of Jiangsu Province is higher than that of the other five provinces, but its RACDI does not show the same advantage, while the RACDI of Guizhou Province is at the lowest level. However, RCDI is not at an absolute disadvantage. This shows that the rural development capacity of the regions with strong regional development capacity is not necessarily strong; on the contrary, the regional development capacity of the regions with weak rural development capacity is not necessarily weaker than that of other regions. Rural development capacity and regional development capacity are not the same direction change.
