城镇化进程中农村生态文明建设问题研究

【摘要】：2015年两会之前,一部《穹顶之下》,将雾霾问题用数据呈现在大众的视野,环境污染触目惊心。2014年环保部发布全国环境监控数据现实,我国有85%以上的地区存在水污染问题,环境污染呈现了多样化的趋势。农村是我国经济生产重要保障地区,农村环境污染的问题必须得到社会的重视。在生态文明建设的社会背景下,深入探讨农村环境建设问题,关注农村环境所涉及到的细节,重点解决环境保护和污染治理两方面的问题,实现对农村生态文明建设的双重保障。本文以马克思恩格斯的人与自然关系理论为支撑,结合我国农村城镇化建设过程中生态环境建设的具体实际,在生态文明建设的时代语境下提出合理的思考。肯定了我国在各个历史时期对农村环境建设上做出的努力,对农村生态环境的薄弱环节做出重点的分析。通过对农村环境污染的表现,污染的来源进行分析,解读农村环境污染问题存在的根本原因,以理论和实践为基础,提出了切实的解决对策,旨在为农村环境建设问题提出具有建设性的建议。论文共分为四个部分对农村城镇化进程中生态文明问题进行阐述。第一章引言部分对国内外关于农村环境问题的研究现状做出总结,对本文的研究背景和研究意义进行说明。第二章是本文的理论基础,通过对马克思恩格斯人与自然关系、人与人之间的关系理论进行阐述,为本文的研究做出理论支撑,阐明了农村生态文明建设的现实必要性和意义。第三章对我国农村城镇化建设中农村环境建设存在的问题和原因进行分析,以农村生产生活实践中存在的环境问题为主要研究对象,从农村的制度、技术、管理和生态意识等方面做出细致的原因分析。第四章对应农村城镇化建设中农村环境建设存在的问题,从五个方面做出了对策分析,旨在为农村环境保护建立一个长效的保护机制,实现农村环境建设和农村生产生活实践协调发展。农村生态文明建设问题关系到农民的切身利益,关系到农村建设实践选择的正确与否。生态建设问题应该被作为农村建设一项专门的内容,在改善农村生态环境的同时实现对农村经济发展的促进作用,实现人与自然的和谐相处,实现农村生态文明建设的不断深入,建设完善的生态文明保障体系,推动农村、农民和农业生产的长远发展。
[Abstract]:Before the two sessions on 2015, a "under the Dome" showed the problem of haze in the public view with data, and the environmental pollution was shocking. In 2014, the Ministry of Environmental Protection released the reality of the national environmental monitoring data. More than 85% areas in China have water pollution problems. The problem of rural environmental pollution must be paid attention to by the society. Under the social background of the construction of ecological civilization, the problem of rural environmental construction is deeply discussed. Pay attention to the details of the rural environment, focus on solving the environmental protection and pollution control, realize the dual protection of rural ecological civilization. This paper is supported by Marx and Engels' theory of the relationship between man and nature. Combining with the concrete reality of ecological environment construction in the process of rural urbanization construction in our country, this paper puts forward reasonable thinking in the context of the construction of ecological civilization, and affirms the efforts made by our country in the construction of rural environment in every historical period. Through the analysis of the expression of rural environmental pollution and the source of pollution, this paper analyzes the fundamental causes of rural environmental pollution, and based on the theory and practice, makes a key analysis of the weak links of rural ecological environment. Put forward practical solutions, The thesis is divided into four parts to expound the ecological civilization in the process of rural urbanization. The first chapter introduces the problems of rural environment at home and abroad. To make a summary of the current situation of research based on. The second chapter is the theoretical basis of this paper, through the elaboration of Marx and Engels' relationship between man and nature, the relationship between man and man, the theoretical support for this study, This paper expounds the realistic necessity and significance of the construction of rural ecological civilization. The third chapter analyzes the problems and causes of rural environmental construction in the construction of rural urbanization. Taking the environmental problems existing in the practice of rural production and life as the main research object, from the system and technology in rural areas, Chapter 4th, corresponding to the problems existing in rural environmental construction in the construction of rural urbanization, makes a countermeasure analysis from five aspects. The purpose of this paper is to establish a long-term protection mechanism for rural environmental protection and to realize the coordinated development of rural environmental construction and rural production and life practice. The construction of rural ecological civilization concerns the vital interests of farmers. The problem of ecological construction should be regarded as a special content of rural construction, which can promote the development of rural economy while improving the rural ecological environment. To realize the harmony between man and nature, to realize the continuous deepening of rural ecological civilization construction, to build a perfect ecological civilization security system, and to promote the long-term development of rural, peasant and agricultural production.
