【摘要】：20世纪80年代以后,新疆牧民定居进入一个新的发展时期,与过去的定居有了很多变化。这期的牧民定居是市场经济因素推动的牧区产业结构发生变化的需要,也是整个牧民们改善和提高生活质量的急切愿望所驱动,又是政府大力提倡、鼓励、扶持等政策导向的结果,从而使牧民定居出现了前所未有的发展变化。实施游牧到定居的政策使游牧民族走向文明生活条件的重要标志,这不仅振兴和繁荣游牧民族的经济、社会的稳定、生态的保护等方面的重要步骤,而且在实现游牧民族现代化的重大战略措施。本文建立在阿勒泰地区牧民定居的基础上。阿勒泰地区自从实施牧民定居富民工程以后,提出有关改善生态环境、持续提高牧民收入、提高牧民的竞争力,提高牧民的整体素质,产生新兴牧民等一系列的政策体系,这些政策实施后,牧民们在社会总体上接受相应积极的工作,实行的这些相关工作是否达到了目标,论文对此进行了调查研究。首先,构建了阿勒泰地区牧民定居的效应评价指标体系,选取阿勒泰地区富蕴县、哈巴河县以及吉木乃县作为调查研究的对象。其次进行问卷调查、实地走访调研、入户调查、访谈等方式对牧民定居效应做相关的研究。再次采用德尔菲法来分别评价阿勒泰地区牧民定居经济效益、社会效益和生态效益,并对政策目标体系的实现程度进行综合评价,进一步分析牧民定居过程中的预期目标与实际效益之间的差异,并提出牧民定居工程建设中存在的水利设施、饲草、适应新环境、文化弱化、新定居点环境等方面的一系列问题,同时对这些存在的问题最后提出了相应的对策建议。最后的调查研究的结果显示为:阿勒泰地区的牧民定居综合评价为较好,其中经济效益为最佳、社会与生态效益均较好的态势。最后希望本文对阿勒泰地区牧民定居的发展、定居工作的进一步实施能给提供参看价值的作用。
[Abstract]:After 1980s, the settlement of herdsmen in Xinjiang entered a new period of development, and there have been many changes with the settlement in the past. This period of herdsman settlement is the need of the changes in the industrial structure of pastoral areas driven by market economy factors. It is also driven by the eager desire of the entire herdsmen to improve their quality of life, and is also the result of the government's strong policy direction of advocating, encouraging, and supporting. As a result, the settlement of herdsmen has undergone unprecedented development and changes. The implementation of the policy of nomadic to settlement has made the nomadic people move towards civilized living conditions, which not only reinvigorates and prospers the nomadic peoples' economic and social stability, Important steps in ecological protection, and important strategic measures to realize the modernization of nomadic people. This paper is based on the settlement of herdsmen in the Aletai region. Since the implementation of the project to settle down and enrich the people of the pastoralists in the Altay area, Put forward a series of policy systems, such as improving ecological environment, continuously raising herdsmen's income, improving herdsmen's competitiveness, improving herdsmen's overall quality, producing a series of policy systems such as emerging herdsmen, etc. After these policies were implemented, On the whole, herdsmen accept the corresponding positive work in the society, and whether the related work has achieved the goal or not, this paper has carried on the investigation and research to this. First, has constructed the evaluation index system of the herdsmen's settlement effect in Altay area. Select Fuyun County, Habah River County and Jimonai County in Altay area as the objects of investigation. Secondly, we conduct questionnaires, field visits and surveys, and household surveys. Thirdly, using Delphi method to evaluate the economic benefit, social benefit and ecological benefit of herdsmen settlement in Altay area, and comprehensively evaluate the degree of realization of policy objective system. This paper further analyzes the difference between the expected goals and actual benefits in the settlement process of herdsmen, and puts forward the existing water conservancy facilities, forage grass, adapting to the new environment and weakening culture in the construction of herdsmen's settlement project. A series of problems in the environment of new settlements are put forward at the same time. Finally, the corresponding countermeasures and suggestions are put forward. Finally, the results of the investigation and study show that the comprehensive evaluation of pastoralists' settlement in Altay area is better. The economic benefit is the best, and the social and ecological benefits are better. Finally, it is hoped that the further implementation of the settlement work and the development of the herdsmen's settlement in Altay can provide the value of reference.
