武汉市农业技术推广模式探析

【摘要】：在充分分析国外、国内农业技术推广模式基础上,结合武汉市农业特色功能区具体农业技术推广,本文给出了武汉市农业技术推广模式重建的原则和方向,指出了建立政府为主导的多元化农业技术推广模式,农业技术推广需要根据农业技术推广性质和公益程度不同,确定各自的推广范围和任务,集中优势资源参与县级农业技术推广机制建设,此外农业技术科研、推广和教育要紧密结合,相互促进,最大程度上促进农业技术的转化和发展;在推行农业技术重建中要加强经费管理,由中央农业管理部门统一划拨经费,加大农业技术推广费用支持力度,促进农业技术发展。在新型的农业技术推广模式下,还加强农业科技推广人才队伍建设,通过多种层次培养高层次人才,此外实行严格的从业资格制度,进行定期培训保证技术人员的技术水平;新型的推广模式还需要丰富农业技术推广和宣传的手段,充分利用现代化信息比如网络技术,建立卫星、广播电视、网站、网页、远程教学系统,制作并分发宣传册、宣传页,此外要开展宣讲会、展销会、博览会,还要发挥农业技术特派员的作用,特派员深入到田园、企业一线,促进农业技术的推广。政府为主导的多元化农业技术推广模式鼓励构建自下而上的农业技术推广模式,以充分调动各方面的积极性,特别是技术推广员的积极性,激励农业技术推广人员,将参与农业技术推广作为评选职称、晋升的重要依据;发挥农民经济合作组织和农民协会的作用,根据农民的需求,提供技术、材料和设备;推广人员与技术人员联系需要进一步加强。
