“资产贫困”与“资产扶贫”——基于精准扶贫的新视角

【摘要】：到2020年全面消除贫困,农村贫困人口实现脱贫销号,如期实现脱贫攻坚目标,在这一"精准扶贫、精准脱贫"的战略目标引导下,聚焦减贫、脱贫的研究成为了"官产学"各界探讨的热点问题。资产扶贫新模式弥补了原有收入扶贫的不足,建立起稳定增收的长效机制,将扶贫资金由"不可再生资源"变成"可再生资源"。从资产贫困视角制定扶贫战略和标准,能抓住贫困人口的贫根,并且能激发或改善脱贫家庭的未来发展现状,因为资产具有长期的发展功能。同时通过与传统扶贫政策的效率相比,可以为政策的动态调整提供参考。
[Abstract]:By 2020, the poverty-stricken population in rural areas will be able to achieve poverty eradication and marketing, and achieve the goal of overcoming poverty as scheduled. Under the guidance of this strategic goal of "accurate poverty alleviation, accurate poverty relief," the focus on poverty reduction will be focused on. The research on poverty alleviation has become a hot issue that has been discussed by all circles of "government industry and education". The new model of asset poverty alleviation has made up for the deficiency of the original income and established a long-term mechanism to increase income steadily. Change poverty alleviation funds from "non-renewable resources" to "renewable resources". Developing poverty reduction strategies and standards from the perspective of asset poverty can capture the poor roots of the poor and stimulate or improve the future development status of families out of poverty, Compared with the efficiency of the traditional poverty alleviation policy, it can provide reference for the dynamic adjustment of the policy.
