集成推进统筹城乡综合改革的逻辑意蕴与实践探索

【摘要】：统筹城乡发展已经推进到"怎样发展"的路径选择和"为谁发展"的价值诉求阶段,更加强调改革的集中集成,这既是国家治理思维转变的战略要求,也是各地发展的现实需要。目前多地以管理、技术、资源要素、产业等的集成为重点进行集成改革实践,在一定程度上促进生产要素的平等交换、公共资源的均衡配置,以及产村相融和三产联动,但制度协调与集成、激励与评估、风险防范与集成管理方式仍然存在诸多问题,需要地方政府采用相应的措施予以解决,从而推动统筹城乡综合改革的纵深推进和城乡差距的缩小,实现集成改革价值。
[Abstract]:The overall planning of urban and rural development has advanced to the stage of "how to develop" and the value demand of "for whom to develop", and more emphasis has been placed on the centralization and integration of reform, which is the strategic requirement of the transformation of national governance thinking. It is also a realistic need for local development. At present, many places focus on the integration of management, technology, resource elements, industries, and so on, in order to promote the equal exchange of production factors and the balanced allocation of public resources to a certain extent. There are still many problems in system coordination and integration, incentive and evaluation, risk prevention and integrated management, which need to be solved by local government. So as to promote the overall urban and rural comprehensive reform and the gap between urban and rural areas to narrow, to achieve the value of integrated reform.
