基于管理熵的重庆高山纳凉村旅游精准扶贫绩效评价研究

【摘要】:2014年,国务院在“精准扶贫”的基础上提出了“旅游精准扶贫”,强调增强精准识别、精准帮扶、精准管理以提高旅游扶贫的实施效果,旅游精准扶贫成为我国扶贫攻坚的新探索。2011年重庆市将避暑刚需与旅游扶贫结合,开创了高山纳凉村旅游精准扶贫模式,该项目实施已近6年,是国内旅游精准扶贫的先行者和成功范例。目前学术界对于旅游精准扶贫项目绩效评价的研究成果十分有限,选择科学、有效的方法对重庆高山纳凉村的旅游精准扶贫项目的绩效进行评价,可以客观反映项目实施效果,推动旅游精准扶贫研究的深化。管理熵从影响系统发展的众多因素中抽取有序与无序的共性特征来判断系统发展状态,已经在区域创新系统、区域发展项目绩效评价领域有所运用。本文尝试把管理熵绩效评价法引入重庆高山纳凉村旅游精准扶贫绩效评价中,计算贫困村实施纳凉村项目后两个时间段的管理熵值,综合、全面、动态反映该项目实施的绩效。首先,结合现有旅游扶贫、旅游精准扶贫的研究成果和预调研结果,从过程绩效和结果绩效两个层面构建了包含5个一级指标、29个二级指标的纳凉村旅游精准扶贫绩效评价指标体系,利用层次分析法、专家意见法和Yaahp软件确定了各指标的权重。其次,在管理熵和管理耗散结构理论的指导下,推导出基于管理熵的重庆高山纳凉村旅游精准扶贫绩效评价模型。最后,选择重庆市黔江区水市村进行实证分析。通过计算,水市村的管理总熵值由2012年的正值0.3926ME改变为2016年的负值-0.53ME,相对改变量达到235%,表明纳凉村项目的实施使水市村这个自然-经济-社会符合系统由无序走向了有序,取得了较高的绩效。过程绩效的管理熵值由正值0.1058ME变化到-0.3335ME,对总绩效的贡献率为47.62%,其中精准识别对总熵值的贡献率达到40.74%,说明水市村在实施纳凉村项目时对贫困目标的识别精准度很高。结果绩效的管理熵值由正值0.2833ME变化到负值-0.1735ME,对总绩效的贡献率为52.38%,其中纳凉村发展绩效对总熵值的贡献率为49.51%,说明纳凉村项目对水市村减贫以及经济、社会和环境的发展起到了良好的促进作用。依据评价结果,水市村在以乡村旅游为代表的第三产业的后续发展中,需提高精准帮扶力度、优化精准管理、加大对传统文化的保护、增强信贷管理等方式进一步提高乡村旅游的绩效。
[Abstract]:In 2014, the State Council put forward the concept of "precision tourism poverty alleviation" on the basis of "precision poverty alleviation," emphasizing the enhancement of precision identification, precision assistance and precision management to improve the implementation effect of tourism poverty alleviation. In 2011, Chongqing combined the rigid demand for summer relief with the tourism poverty alleviation, and initiated the model of tourism precision poverty alleviation in mountain Naliang village. The project has been implemented for nearly six years. It is a pioneer and a successful example of precision poverty alleviation in domestic tourism. At present, the academic circles have very limited research results on the performance evaluation of tourism precision poverty alleviation projects, so they choose science. An effective method to evaluate the performance of the tourism precision poverty alleviation project in Chongqing Alpine Naliang Village can objectively reflect the implementation effect of the project. The management entropy extracts the common characteristics of order and disorder from the many factors that affect the development of the system to judge the development state of the system, and has been in the regional innovation system. This paper attempts to introduce the management entropy performance evaluation method into the performance evaluation of tourism precision poverty alleviation in Chongqing Alpine Naliang Village, and calculate the management entropy value of the two time periods after the implementation of the Naliang Village Project in poor villages. Comprehensive, comprehensive and dynamic reflect the performance of the project. First, combined with the existing tourism poverty alleviation, tourism precision poverty alleviation research results and pre-survey results, From two aspects of process performance and result performance, this paper constructs the evaluation index system of Naliang Village Tourism Precision Poverty Alleviation performance, which includes 5 first-level indicators and 29 second-level indicators, and makes use of the Analytic hierarchy process (AHP). The expert opinion method and Yaahp software determine the weight of each index. Secondly, under the guidance of management entropy and management dissipative structure theory, the model of accurate poverty alleviation performance evaluation of tourism in mountain Naliang village of Chongqing based on management entropy is derived. This paper chooses the villages of Qianjiang District of Chongqing to carry out empirical analysis. The total entropy of management in Shuishi village changed from the positive value of 0.3926ME on 2012 to the negative value of -0.53MEon on 2016, and the relative change amount reached to 235.This indicates that the implementation of the project in Naliang village has made the natural, economic and social conformity system of Shuishishi village move from disorder to order. The management entropy of process performance changed from positive 0.1058ME to -0.3335ME.The contribution rate to total performance was 47.62.The contribution rate of accurate identification to the total entropy value was 40.74, which indicated that Shuishishi village was poor when implementing Naliang village project. Results the value of management entropy changed from positive 0.2833ME to negative value -0.1735ME. the contribution rate to total performance was 52.38. The contribution rate of Naliang village development performance to total entropy value was 49.51.This indicated that Naliang village project contributed to the poverty reduction and economy of Shuishui village. The development of society and environment has played a good role in promoting. According to the evaluation results, in the follow-up development of the tertiary industry represented by rural tourism, Shuishi Village needs to improve precision support and optimize precision management. Strengthen the protection of traditional culture, strengthen credit management and other ways to further improve the performance of rural tourism.
