【摘要】：林业是我国国民经济重要组成部分,是我国的一个基础产业。在我国的国民经济与社会发展过程中占有非常重要的地位,在产业经济发展和生态环境建设过程中起着重要的作用。近年来,随着我国社会主义市场经济体制的发展,森林资源的稀缺性与市场经济对我国林业产业的刚性需求矛盾越来越突出,森林有效供给与日益增长的社会需求的矛盾依然突出,林业产业改革迫在眉睫。因此我们应该加快林业产业化建设,调整林业产业结构,优化林业产业组织,以适应社会主义市场经济发展。近年来,我国林业的发展取得辉煌的成就。目前正在由传统林业向现代林业过渡,实施林业产业化是实现林业现代化的重要途径。论文在相关理论的指导下,从林业产业结构、林业产业组织形式等方面分析林业产业化发展面临的制约因素,并指出相应的改进措施。对林业产业化的过渡具有重要的指导作用。林业产业化是以提高和获取经济效益为根本目的,以森林资源为基础,立足于市场需求,依靠先进的科学技术水平,对林地主产区和林产品的主销区实行整体化布局,规模化生产,一体化经营,社会化服务和企业化管理,建立适应社会主义市场经济体制的生产经营体制,最终实现林业的自我积累,自我调节和自我完善。它是国民经济的重要组成部分。论文立足于我国林情,从我国经济实际出发,借鉴国内外相关理论研究和经验,针对林业产业特点,全面分析了林业产业化发展过程中面临的的制约和影响因素。并对林业产业化的发展提出了切实可行的思路和对策。为临沂市林业化的快速发展提供了理论指导。论文通过运用归纳分析等方法,进一步指出了林业产业化的有效实施需要各级政府和全社会的共同参与。首先,各级政府部门应立足市场需求,制定相应的政策,从制度上保障林业产业化的顺利实施;其次,全社会应正确全面的认识林业产业化的重要性和紧迫性,积极行动起来,投身到林业产业化发展的大潮中来;最后,林业各产业的龙头企业也应充分发挥辐射带动效应,积极进行企业改革,提高科技水平的应用和推广,提高林产品质量和产量、增强林产品市场竞争力,提高林业经济效益;推进林业产业化的发展。同时,对临沂市平邑县经济林林业产业化的发展进行了实地调查研究,为地方实施林业产业化提供依据和参考。
[Abstract]:Forestry is an important part of our national economy and a basic industry of our country. It plays a very important role in the development of our national economy and society. In recent years, with the development of China's socialist market economy system, The contradiction between the scarcity of forest resources and the rigid demand of the market economy for China's forestry industry is more and more prominent, and the contradiction between the effective supply of forests and the increasing social demand is still prominent. Therefore, we should speed up the construction of forestry industrialization, adjust the structure of forestry industry, optimize the organization of forestry industry, and adapt to the development of socialist market economy. The development of forestry in China has made brilliant achievements. At present, the forestry industry is in transition from traditional forestry to modern forestry, and the implementation of forestry industrialization is an important way to realize forestry modernization. From the aspects of the organization form of forestry industry and other aspects, this paper analyzes the restrictive factors facing the development of forestry industrialization, It is pointed out that the corresponding improvement measures play an important guiding role in the transition of forestry industrialization. Forestry industrialization aims at improving and obtaining economic benefits, based on forest resources and based on market demand. Depending on the advanced scientific and technological level, to implement the integrated layout, large-scale production, integrated management, socialized service and enterprise-oriented management of the main production areas and the main marketing areas of forest products, It is an important part of the national economy to establish a production and management system adapted to the socialist market economy system, and finally realize the forestry self-accumulation, self-regulation and self-perfection. Proceeding from the economic reality of our country, referring to the relevant theoretical research and experience at home and abroad, aiming at the characteristics of forestry industry, The constraints and influencing factors in the development of forestry industrialization are analyzed in an all-round way, and the feasible ideas and countermeasures for the development of forestry industrialization are put forward. The theoretical guidance is provided for the rapid development of forestry in Linyi City. By means of inductive analysis and other methods, It is further pointed out that the effective implementation of forestry industrialization requires the joint participation of all levels of government and the whole society. Firstly, government departments at all levels should base themselves on market demand and formulate corresponding policies to ensure the smooth implementation of forestry industrialization from the system. The whole society should correctly and comprehensively understand the importance and urgency of forestry industrialization, take active action to join in the development of forestry industrialization, and finally, the leading enterprises of various forestry industries should also give full play to the radiation driving effect. Actively carry out enterprise reform, improve the application and popularization of scientific and technological level, improve the quality and output of forest products, enhance the market competitiveness of forest products, improve forestry economic benefits, promote the development of forestry industrialization, at the same time, The development of economic forestry industrialization in Pingyi County of Linyi City was investigated on the spot, which provided the basis and reference for the local implementation of forestry industrialization.
