江西省农业生产效率研究

【摘要】：自古以来,农业始终是人们赖以生存和发展的基础。但是目前我国农业的基础地位仍然较为薄弱,农业的发展速度也相对比较滞后。江西省作为农业大省,农业发展的好坏将直接影响全省经济与社会和谐发展的大局。但是,目前已有的文献中,学者们的研究视角主要还是集中于全国范围,主要是对中国农业生产效率进行分析研究,而对某一地区或某一省份农业生产效率研究相对匮乏,对江西省农业生产效率的研究更是少之又少。该文将研究视角选定在江西省的农业生产效率上,收集了2003-2012年江西省农林牧渔产值、江西省各地区农林牧渔业劳动力数量、农业机械总动力、农药和化肥、有效灌溉面积以及各地区财政支出中的农业支出相关数据。采用DEA和农业全要素生产率分析方法,对江西省农业生产效率进行测算研究。结果表明,江西省整体综合技术效率低下,纯技术效率和规模效率均未实现最优效果。这说明,在2003-2012年期间江西省农业生产效率主要是依靠技术效率的改进,科技进步依然没有发挥出其推动作用。这表明,江西省目前农业投入存在极大的冗余,资源配置不合理,科技对农业没有起到支撑效果。在此基础之上,提出要实现江西省农业生产效率改进,应加强江西省农业基础设施建设、农田水利设施建设,并大力推进技术创新,同时要加大政府扶持力度,加强农资管理,提高农业投入要素的利用率,更要强化人力资本,提高劳动力素质。
[Abstract]:Since ancient times, agriculture has always been the basis for people's survival and development. But at present, the basic position of agriculture in our country is still relatively weak, and the speed of agricultural development is relatively lagging. Jiangxi Province is a big agricultural province. The quality of agricultural development will directly affect the overall situation of the harmonious economic and social development of the province. The main purpose of this paper is to analyze and study the agricultural production efficiency in China, but the research on the agricultural production efficiency in a certain region or province is relatively scarce. The research on the agricultural production efficiency of Jiangxi Province is even less. This paper selects the research angle of view on the agricultural production efficiency of Jiangxi Province, and collects the output value of agriculture, forestry, animal husbandry and fishery in Jiangxi Province from 2003 to 2012, and the labor force of agriculture, forestry, animal husbandry and fishery industry in various regions of Jiangxi Province. Agricultural machinery total power, pesticides and fertilizers, effective irrigation area, and agricultural expenditure in various regions. DEA and Total Agricultural Factor Productivity Analysis (TFP), The results show that the overall comprehensive technical efficiency of Jiangxi Province is low, the pure technical efficiency and the scale efficiency have not achieved the optimal effect. In the period 2003-2012, the agricultural production efficiency of Jiangxi Province mainly depends on the improvement of the technical efficiency, and the scientific and technological progress has not played its role in promoting it. This shows that the agricultural input in Jiangxi Province is extremely redundant and the allocation of resources is unreasonable. Science and technology have not played a supporting role in agriculture. On this basis, it is proposed that in order to improve the efficiency of agricultural production in Jiangxi Province, we should strengthen the construction of agricultural infrastructure, farmland and water conservancy facilities in Jiangxi Province, and vigorously promote technological innovation. At the same time, it is necessary to strengthen government support, strengthen the management of agricultural resources, improve the utilization rate of agricultural input elements, strengthen human capital and improve the quality of labor force.
