西安经济技术开发区土地开发模式研究

【摘要】：西安经济技术开发区是作为陕西省新兴产业和新能源发展的重要基地,其土地开发的情况对西部大开发和陕西省经济建设具有重要意义。就目前来说,西安经济技术开发区在土地开发方面存在开发政策不完善、监管不力、模式单一等问题,影响了经济技术开发区土地流转的活力。因而,必须转变思维,构建多元土地开发模式,从政策、法律保障等多方面着手解决现存土地开发问题,才能真正促进西安经济技术开发区土地流转,推动开发区经济发展。本文着眼于陕西省开发园区土地开发现状,分五个部分对陕西省开发园区土地开发机制创建进行分析论述:第一部分主要论述了本文的研究背景、研究意义、研究方法以及学术界关于土地开发的研究动态等;第二部分主要对我国土地开发的模式做了整体介绍,就目前土地开发的现状指出我国土地开发的利弊得失,并综合国外土地开发经验,找出其成功之处;第三部分主要对西安经济技术开发区土地开发的模式以及存在的问题进行分析,并从其土地流转现实状况出发,指出其存在政策宣传与政策执行不到位、土地开发缺乏活力以及农民的后续生计安排工作欠缺等问题;第四部分主要介绍了国内开发区土地开发中较为成功的典型案例,以聊城经济开发区与淮南经济技术开发区为例,阐述其具体措施以及可供借鉴之处,并分析西安经济技术开发区土地开发中存在的问题,将其与国内开发区土地开发的成功案例对比分析,找出二者存在的差距;第五部分主要论述了西安经济技术开发区土地开发多元化模式构建的原则与措施。构建多元化模式就要充分发挥企业、管委会以及农民、土地等因素的价值,建立以企业为引导、政府监督、利益共享的合作模式。
[Abstract]:Xi'an Economic and technological Development Zone is an important base for the development of new industries and new energy in Shaanxi Province. Its land development is of great significance to the development of the western region and the economic construction of Shaanxi Province. There are some problems in Xi'an Economic and technological Development Zone in land development, such as imperfect development policy, weak supervision and single mode, which affect the vitality of land circulation in economic and technological development zone. Therefore, we must change our thinking. In order to promote the circulation of land in Xi'an Economic and technological Development Zone, we should build a multi-dimensional land development model and solve the existing land development problems from the aspects of policy and legal protection. This paper focuses on the present situation of land development in Shaanxi development park and analyzes the establishment of land development mechanism of Shaanxi development park in five parts: the first part mainly discusses the research background of this paper. The second part mainly introduces the mode of land development in our country, and points out the advantages and disadvantages of land development in our country according to the present situation of land development. The third part mainly analyzes the mode and existing problems of land development in Xi'an Economic and technological Development Zone, and proceeds from the actual situation of land circulation in Xi'an Economic and technological Development Zone. It is pointed out that there are some problems such as the lack of policy propaganda and policy implementation, the lack of vitality in land development and the lack of follow-up livelihood arrangement of farmers. Part 4th mainly introduces the typical cases of successful land development in domestic development zones. Taking Liaocheng Economic Development Zone and Huainan Economic and technological Development Zone as examples, this paper expounds the concrete measures and points for reference, and analyzes the problems existing in the land development of Xi'an Economic and technological Development Zone. Comparing and analyzing the successful cases of land development in China's development zones, we can find out the gap between them. The 5th part mainly discusses the principles and measures of the construction of land development diversification mode in Xi'an Economic and technological Development Zone, which should give full play to the value of the factors such as enterprises, management committees, farmers, land, etc. Establish an enterprise-led, government-supervised, benefit-sharing cooperation model.
