贫困退出机制的现实操作:冀黔甘三省实践与启示

【摘要】：我国各地贫困退出机制的构建既有共性又有差异性。共性表现在以国家扶贫战略为依据,根据各地实际情况制定针对性目标计划;以人均收入水平为核心,按照县乡村户逐级分解指标和任务;以既定时间节点为基准,分阶段、分步骤逐渐实现脱贫摘帽;以激发贫困对象主动性为原则,形成倒逼机制,采取"摘帽不摘政策";以适度的奖惩为补充,重视进退结合、奖惩结合;以创新和科学为指导,不断创新工作方式,科学高效推进减贫工作。差异性表现在贫困退出机制各个省市县之间推进速度和程度不同,贫困退出机制各个省市县之间退出标准不尽相同,贫困退出机制实施思路和内容有所差异。
[Abstract]:The construction of poverty withdrawal mechanism in various parts of our country has both commonness and difference. The common features are as follows: according to the national poverty reduction strategy and according to the actual situation in various places, the specific target plan is formulated; the core is the level of per capita income. According to the county, township, village and household level decomposition indicators and tasks; taking the given time node as the benchmark, step by step, step by step to gradually realize poverty eradication, and taking the initiative of the poor object as the principle, forming the mechanism of pour down force, Adopt the policy of "take off your hat and not remove your hat"; take appropriate rewards and punishments as a supplement, attach importance to the combination of advance and retreat, reward and punishment; take innovation and science as the guide, and constantly innovate the way of work, The difference lies in the different speed and degree of promoting poverty withdrawal mechanism among provinces, cities and counties, and the different standards of poverty withdrawal mechanism among provinces, cities and counties. There are differences in the ideas and contents of the implementation of the poverty withdrawal mechanism.
