基于农民意愿的承包地有偿退出机制研究

【摘要】：在新型城镇化建设和农村经济现代化、规模化发展的背景下,十八届三中全会上国务院发布了《关于加快转变农业发展方式的意见》。该意见明确指出,“在坚持农村土地集体所有和充分尊重农民意愿的基础上,在农村改革试验区稳妥开展农户承包地有偿退出试点,引导有稳定非农就业收入、长期在城镇居住生活的农户自愿退出土地承包经营权”1。承包地有偿退出以农民承包地有偿退出意愿为主题,以“符合退地条件的农民”为研究对象,结合承包地有偿退出试点现状和样本区域的实地调研,提高农民退地意愿和退地行为,对于农民承包地有偿退出机制进行研究。本文首先梳理关于土地退出的相关文献的基础上,结合土地产权理论,制度变迁理论,比较优势理论和农户行为理论。对承包地有偿退出的试点现状和存在的问题进行梳理;通过实地调研,对农民进行问卷调查,对回收的问卷的样本进行统计性描述和计量分析,了解样本农民承包地退出意愿和意愿影响因素。研究发现,农民对于承包地退出意愿并不高,原因在于农民失去土地的保障,社会保障不健全和非农就业的不稳定。而收入来源、耕地经营方式和非农就业的稳定对于农民的承包地有偿退出意愿有正向的显著作用。基于推拉理论模型,通过提高城市对于农民的吸引力、健全退地农民的社会保障等,促进具有退地意愿的农民有偿退出承包地。基于以上的研究,分析和总结了更够对农民的退地意愿和退地行为产生动力的制度、经济、社会等因素。在此基础上构建出农民承包地有偿退出机制,包括激励机制、保障机制、补偿机制。最后得出结合和提出合理化的政策建议。

The status quo and existing problems of the paid withdrawal of contracted land are combed out. Through field investigation, the farmers are surveyed, and the sample of the recovered questionnaire is analyzed statistically and quantitatively. The study found that farmers' willingness to withdraw from the contracted land is not high, the reason is that farmers lose the security of the land. Social security is imperfect and non-agricultural employment is unstable. However, income sources, cultivated land management mode and non-agricultural employment stability have a positive and significant effect on farmers' willingness to withdraw from the contract land. Based on the push-pull theory model, By improving the attractiveness of the city to the peasants and improving the social security of the peasants returning land, and so on, to promote the peasants who have the willingness to withdraw from the land to withdraw from the contract land for compensation. Based on the above research, This paper analyzes and summarizes the system, economy, society and other factors which can generate more impetus to farmers' willingness and behavior of returning land. On the basis of this, the mechanism of compensation withdrawal of farmers' contracted land is constructed, which includes incentive mechanism, security mechanism, and so on. Compensation mechanism.
