【摘要】：收入增加使得人民生活水平的不断提高,人们对农产品质量的要求也不断提高。农产品加工业发展潜力越来越大,已成为我国经济发展的重要行业,地位举足轻重。黑龙江省农产品加工企业是黑龙江省发展经济的重要载体,是第一产业和市场相连的纽带。随着经济社会的不断发展,肇州县规模以上农产品加工业数量逐年增加,产业发展逐渐成熟,有利于解决肇州县农民增收,农村和农业发展问题。改革开放以来,随着人们对农产品需求数量逐渐加大,质量要求提高,肇州县农产品加工业的发展进程也面临一些问题。研究农产品加工业发展战略和农产品加工业企业发展具有十分重要意义。肇州县农业迅速发展,农产品资源丰富,为农产品加工业发展提供了丰富的物质保障。开拓农产品市场必须走农产品精深加工道路。对于县域经济来说,农产品加工业的发展,可有效地提高农村的造血功能,对拉动内需、增加就业机会、繁荣市场经济、带动小城镇建设以及解决农业增效、农村稳定、农民增收的“三农”问题具有十分重要的战略意义。目前,肇州县农产品加工业发展不平衡,特别是深加工滞后,己成为制约肇州经济发展的“瓶颈”。在发展战略方面,农产品加工企业也存在许多问题,企业领导者对战略管理没有清晰的认识和足够的重视,制定发展战略过程中主观性较强,遇到经营问题不能及时调整战略,对战略的实施和控制缺乏力度等,这些因素制约了肇州县农产品加工业的发展。如何又好又快地发展农村经济,解决农产品加工业发展的困境,增强农产品加工业的竞争力,切实解决“三农”问题,从战略选择的角度研究加快发展县域农产品加工业发展迫在眉睫。因此如何使农产品增值、农民收入增长、县域经济快速发展,是一个值得研究的重要课题。本论文选择肇州县,主要是因为肇州县是黑龙江省典型的农业县,通过对肇州县经济社会基本情况的分析,并且整理相关理论,研究国内外相关文献综述。采用SWOT分析方法分析肇州县农产品加工业发展的优势、劣势、机遇和挑战,探索一条适合肇州县农产品加工业发展的道路。肇州县是农业大县,区位优势明显,农产品资源丰富,农产品加工业产业链初具雏形,工业园区建设迅速,同时也存在农产品加工企业规模小,加工程度低,融资渠道狭窄,科技投入较低等不足,面对目前国家有利的政策环境和国际市场环境,建议肇州县农产品加工业重点实施循环经济发展战略、品牌战略、科技创新战略、城乡经济社会统筹发展战略,这些必将对肇州县的农产品加工业发展战略的制定提供有益的参考,也能为同类型的农业大县农产品加工企业战略选择提供有益的参考。

The agricultural products processing industry has more and more potential for development, and has become an important industry in the economic development of our country. Heilongjiang agricultural products processing enterprises are the important carriers of Heilongjiang province's economic development and the link between the primary industry and the market. With the development of economy and society, The number of agricultural products processing industries above the scale of Zhaozhou County has increased year by year, and the industrial development has gradually matured, which is conducive to solving the problems of increasing farmers' income, rural areas and agricultural development in Zhaozhou County. Since the reform and opening up, with the increase of people's demand for agricultural products, The development process of agricultural product processing industry in Zhaozhou County also faces some problems. It is of great significance to study the development strategy of agricultural product processing industry and the development of agricultural product processing industry enterprises. The rich resources of agricultural products provide a rich material guarantee for the development of agricultural products processing industry. To develop the agricultural products market, we must take the road of intensive processing of agricultural products. For the county economy, the development of agricultural products processing industry, It can effectively improve the hematopoietic function of rural areas, promote domestic demand, increase employment opportunities, prosper market economy, promote the construction of small towns and solve agricultural efficiency gains, and stabilize rural areas. There are also many problems in the agricultural products processing enterprises. The leaders of the enterprises do not have a clear understanding of the strategic management and pay enough attention to it. In the process of formulating the development strategy, there is a strong subjectivity and the management problems can not adjust the strategy in time. These factors have restricted the development of agricultural product processing industry in Zhaozhou County. How to develop rural economy well and quickly, solve the dilemma of agricultural product processing industry development, and enhance the competitiveness of agricultural product processing industry, etc. It is urgent to solve the problem of "agriculture, countryside and farmers" from the angle of strategic choice. Therefore, how to increase the value of agricultural products, increase the income of farmers, and accelerate the development of county economy, This paper chooses Zhaozhou County, mainly because Zhaozhou County is a typical agricultural county in Heilongjiang Province, through the analysis of the basic economic and social situation of Zhaozhou County, and collates the relevant theories. To analyze the advantages, disadvantages, opportunities and challenges of the agricultural product processing industry in Zhaozhou county by using SWOT analysis method, and to explore a suitable way for the development of the agricultural product processing industry in Zhaozhou county, which is a big agricultural county. The location advantage is obvious, the agricultural products are rich in resources, the agricultural product processing industry chain is beginning to take shape, the industrial park is being built rapidly. At the same time, there are also some shortcomings such as the small scale of the agricultural products processing enterprises, the low degree of processing, the narrow financing channels and the low investment in science and technology. In the face of the current favorable national policy environment and international market environment, it is suggested that the agricultural product processing industry in Zhaozhou County should focus on the implementation of the circular economy development strategy, brand strategy, scientific and technological innovation strategy, urban and rural economic and social overall development strategy, These will provide a beneficial reference for the development strategy of agricultural product processing industry in Zhaozhou county, and also provide a useful reference for the strategic choice of agricultural product processing enterprises of the same type of agricultural big county.
