国外支持农村一二三产业融合发展的政策启示

【摘要】：我国出台的农村一二三产业融合发展支持政策在营造产业融合环境、调动融合主体积极性、激发产业融合路径创新和健全完善利益联结机制等方面发挥了重要作用,但也存在政策针对性不强、覆盖面偏窄、与融合主体政策需求有偏差等问题。而部分农业发达国家在农村一二三产业融合长期实践中业已形成了一些较为成熟的模式和政策支持经验。鉴于此,文章从财政、金融、税收、公共服务等方面对国外支持农村一二三产业融合发展的政策经验进行考察分析,以期为健全完善我国推进农村一二三产业融合发展的支持政策提供有益思考。
[Abstract]:The policy of supporting the development of rural industrial convergence has played an important role in creating an environment of industrial convergence, arousing the enthusiasm of the subject of integration, stimulating the innovation of the path of industrial convergence and perfecting the mechanism of interest integration. However, there are also policies that are not well-targeted and have narrow coverage. Some agricultural developed countries have formed some mature models and policy support experiences in the long-term practice of rural primary, secondary and tertiary industry integration. In the aspects of taxation and public service, this paper makes an investigation and analysis of the foreign policy experience in supporting the development of rural primary, secondary and tertiary industries, in order to provide beneficial thinking for perfecting and perfecting the supporting policies of promoting the development of rural primary, second and third industries in China.
