中国奶牛产业损害预警研究

【摘要】：奶业在中国国民经济中占有重要的地位,近年来,中国奶业也发生了巨大的变化,随着贸易自由化进一步加大,国际乳制品贸易的发展和变化对中国奶业的发展产生一定的积极影响,与此同时,中国奶牛单产水平低、乳制品贸易保护政策较少、国外乳制品的价格优势等诸多因素使得中国乳制品进口数量逐年增加,不可避免的冲击了中国乳制品市场,中国奶牛产业面临内忧外患,面对激烈的国际奶业市场竞争和乳制品出口补贴取消造成的进口增加,是否会对中国奶业发展造成一定的损害,成为一个备受关注的问题。本研究基于产业损害基本理论、WTO相关准则、条例,建立了中国奶牛产业损害预警指标体系；利用层次分析法(AHP)对相关指标数据进行了综合评价；利用BP神经网络模型对未来中国奶牛产业进行了预测预警分析。结果表明,中国奶牛产业现在处于安全运行状态,但是乳制品进口已经对中国奶牛产业链造成了一定的冲击,中国奶牛产业损害预警指数呈逐渐下降趋势,风险呈逐渐上升趋势,应引起注意,在此基础上,对中国奶牛产业发展提出了相关政策建议。
[Abstract]:Dairy industry plays an important role in China's national economy. In recent years, great changes have taken place in China's dairy industry, and with the further increase of trade liberalization,The development and change of international dairy trade have a certain positive influence on the development of Chinese dairy industry. At the same time, the level of dairy cow per unit yield is low, and the protection policy of dairy trade is less.The price advantages of foreign dairy products and other factors make the import quantity of Chinese dairy products increase year by year, which inevitably impacts the Chinese dairy products market, and the Chinese dairy industry is facing internal and external problems.In the face of the fierce competition in the international dairy market and the increase in imports caused by the cancellation of export subsidies for dairy products, it has become a matter of great concern whether the increase in imports will cause certain damage to the development of China's dairy industry.Based on the basic theory of industrial damage and the relevant WTO rules and regulations, this study established the early warning index system of dairy industry damage in China, and made a comprehensive evaluation of the relevant index data by means of Analytic hierarchy process (AHP).BP neural network model was used to forecast and analyze the future dairy cow industry in China.The results show that China's dairy industry is in a safe operating state, but dairy imports have already caused a certain impact on China's dairy industry chain, and the warning index of dairy industry damage in China is gradually declining.The risk is rising gradually, which should be paid attention to. On the basis of this, some policy suggestions are put forward for the development of dairy industry in China.
