东西部扶贫协作困境及其破解

【摘要】：正东西部扶贫协作是我国特色的区域协调发展和扶贫方式。东西扶贫协作政策实施20多年来,取得了丰硕的成果,也积累了一定的经验。但是,东西部扶贫协作仍存在与中央精准扶贫、精准脱贫要求不相适应的问题,需要通过完善和创新东西部扶贫协作的政策和制度安排,来推进精准扶贫。
[Abstract]:The cooperation between east and west is the way of regional coordinated development and poverty alleviation with Chinese characteristics.East-West poverty-alleviation cooperative policy has been implemented for more than 20 years, has achieved fruitful results, but also accumulated certain experience.However, there are still some problems in the cooperation between the east and the west, which are not suitable to the central government's requirement of precision poverty alleviation, so it is necessary to improve and innovate the policies and institutional arrangements of the eastern and western poverty alleviation cooperation to promote the precision poverty alleviation.
