河南省修武县家庭农场发展问题研究

【摘要】：伴随着我国经济的快速发展,先进农业技术的大量应用加快了农业现代化的发展步伐。家庭联产承包责任制的弊端日益突显,家庭农场成为我国农业发展的新趋势,在当前的农业生产活动中,具有很大的优越性。目前我国农业发展状况表现为:土地利用过度细碎化、分散化。家庭联产承包责任制虽然在当时的社会生产条件下起到了适应了农业生产力发展、解决了温饱问题,但是与现在的社会生产力发展水平不相适应,还严重制约了我国农业的发展。只有生产关系适应生产力的发展,农业才会快速发展,实现农业现代化。家庭农场的发展是顺应了农业发展的趋势,是今后我国农业发展的方向。本文查阅大量国内外关于家庭农场相关文献,了解了家庭农场的发展历史。在文中具体阐述了家庭农场的概念及内涵、土地流转的概念,详细叙述了土地规模经营理论、家庭农场雇工理论、土地流转理论、土地产权理论等。通过研究修武县家庭农场发展的现状,特别是修武家庭农场发展过程中存在的问题及分析了存在的原因。修武家庭农场在发展过程中主要遇到了家庭农场注册手续复杂、家庭农场不具备真正法人位、生产管理经验落后、融资渠道少、农场主综合素质低及社会化服务体系不健全等难题。美国的家庭农场是世界最发达的农场,其中有许多成功之处值得我们学习借鉴。美国农业采用规模化的生产模式,实现了生产区域专业化;在农业生产中大量应用先进的科学技术,使美国农业发展领先世界。通过研究美国家庭农场发展经验,借鉴美国成功的发展经验,对修武家庭农场发展具有重要意义。最后,本文提出了修武未来5年、10年的发展目标,并针对修武家庭农场提出了具体合理的发展建议。本文提出了简化家庭农场注册手续、保持政策的稳定性,扩大家庭农场规模实现规模化效益,赋予家庭农场法人地位,采用先进的生产管理,拓宽家庭农场融资渠道,加快土地流转,提高家庭农场主的综合素质,健全社会化服务体系等具体可行的发展建议,加快修武家庭农场发展速度,促进修武农业发展现代化水平。本文对修武家庭农场发展对策提出了一些新见解,特别是家庭农场管理水平方面,对其他地方家庭农场的发展有一定参考价值。
[Abstract]:With the rapid development of Chinese economy, the application of advanced agricultural technology accelerates the development of agricultural modernization.At present, agricultural development in China is characterized by excessive fineness and decentralization of land use.Although the household contract responsibility system adapted to the development of agricultural productivity and solved the problem of food and clothing under the social production conditions at that time, it did not correspond to the current level of development of social productive forces.Still seriously restricted the development of our country agriculture.Only if the relations of production adapt to the development of productive forces, can agriculture develop rapidly and realize agricultural modernization.The development of family farm conforms to the trend of agricultural development and is the direction of agricultural development in China.In this paper, a large number of domestic and foreign literature on family farms, understand the development of family farms history.In this paper, the concept and connotation of family farm, the concept of land circulation, the theory of land scale management, the theory of domestic farm employees, the theory of land circulation and the theory of land property rights are described in detail.This paper studies the present situation of family farm development in Xiuwu County, especially the problems existing in the development process of family farm in Xiuwu County and analyzes the reasons for its existence.In the process of development, Xiuwu Family Farm mainly encountered the complicated procedures of family farm registration, the family farm did not have the real legal person position, the production management experience was backward, and the financing channel was few.Farmer comprehensive quality is low and socialized service system is not perfect and so on difficult problem.Family farms in the United States are the most developed farms in the world, and there are many successes that we can learn from.The American agriculture adopts the large-scale production mode, realizes the specialization of the production area, and applies the advanced science and technology in the agricultural production in a large amount, which makes the American agriculture lead the world in the development of agriculture.By studying the development experience of American family farm and drawing lessons from the successful development experience of the United States, it is of great significance to develop the family farm of Xiuwu.Finally, the paper puts forward the development goal of Xiuwu in the next 5 years and 10 years, and puts forward some concrete and reasonable suggestions for the development of Xiuwu Family Farm.This paper proposes to simplify the registration procedures of family farms, to maintain the stability of policies, to expand the scale of family farms to achieve large-scale benefits, to grant legal status to family farms, to adopt advanced production management, and to broaden the financing channels of family farms.To speed up the land circulation, improve the comprehensive quality of family farmers, perfect the socialized service system and other practical development suggestions, accelerate the development of family farms, promote the modernization level of agriculture.This paper puts forward some new ideas on the development of family farm in Xiuwu, especially on the management level of family farm, which has some reference value for the development of family farm in other places.
