基于TOPSIS算法的永久基本农田划定方法

【摘要】:永久基本农田划定是保护优质耕地、严格控制建设占用优质耕地的重要手段。科学划定永久基本农田是保障国家耕地资源安全的重要需求。以河北省清河县为研究区,立足于我国永久基本农田相关制度,借鉴农用地分等成果,综合考虑耕地自然禀赋、区位条件和建设水平等方面,构建永久基本农田划定指标体系,并引入TOPSIS算法对耕地综合情况进行分区,划定永久基本农田。结果表明:永久保护区域、调整建设区域和重点整治区域的耕地由优到劣,整体上质量较为优越,地形平坦,集中连片,其中部分耕地需经过重点整治方可划定为永久基本农田;后备调控区域的耕地质量较差,地形起伏较大,耕作难度较高,投入产出比低,不宜划为永久基本农田。本文对永久基本农田的划定工作进行了量化研究,并引入TOPSIS算法对耕地优劣进行排序,为永久基本农田划定拓宽了思路。
[Abstract]:Delineation of permanent basic farmland is to protect the quality of arable land, and strictly control the quality of an important means of construction of the occupation of cultivated land. The scientific delineation of permanent basic farmland is an important requirement for the protection of cultivated land resources in Hebei province. The national security of Qinghe County as the study area, based on China's permanent basic farmland system, from agricultural land classification results, considering the land natural resources, location and construction level, construction of permanent basic farmland index system, and introduce the TOPSIS algorithm to partition the comprehensive situation of cultivated land, basic farmland designated permanent. The results show that the permanent protection area, adjust the construction area and focus on remediation of cultivated land from high to low, the overall quality is excellent, flat terrain, concentrated which part of the arable land, subject to focus on remediation can designated as permanent basic farmland; farmland quality reserve control region is relatively poor, the terrain It is more difficult for farming and low input / output ratio. Therefore, it is not suitable for permanent basic farmland. In this paper, the delimitation of permanent basic farmland is studied quantitatively, and TOPSIS algorithm is introduced to sort out the advantages and disadvantages of cultivated land, which widens the idea of delimitation of permanent basic farmland.
