精准扶贫视角下西林县农业产业扶贫发展研究

【摘要】：本文在分析和研究西林县社会现状、经济发展、资源优势、贫困原因、农业产业发展等情况的基础上,通过采取大量的文献综述、定量与定性相结合、比较分析和实例论证等研究方法,找到了西林县制约西林县精准扶贫和农业产业扶贫的因素,主要研究结论如下:一、制约西林县农业产业扶贫发展的主要因素有:①劳动力资源不足,老幼人口占比重较高;②收入来源单一,资源缺乏;③劳动力文化水平较低;④资金短缺、技术低、经验不足等。而地点偏僻、交通不便、基础设施差等因素反而不是制约农业产业扶贫的主要原因。二、通过对西林县94个行政村,7089户,28911名贫困户产业发展情况统计得到,①西林县贫困户参与农业产业扶贫的积极性较高,但缺乏规模化发展,扶贫难度较大。②通过统计对比,可以得出,贫困农户在沙糖桔、茶叶、油茶、牲畜养殖、蜜蜂养殖等五大产业参与的积极性较高,可以将这五大产业作为西林县“十三五”时期农业产业扶贫发展的重点方向。三、通过对精准扶贫和农业产业扶贫的理论研究,得到精准扶贫与农业产业扶贫有共同的理论渊源。从精准扶贫与农业产业扶贫关系研究发现,二者保持着相互依存、相辅相成的关系,精准扶贫是产业扶贫的根本前提;产业扶贫是精准扶贫的重要手段;精准扶贫与产业扶贫的完美结合是贫困地区扶贫开发的最佳途径。
[Abstract]:Based on the analysis and study of the current social situation, economic development, resource superiority, the causes of poverty and the development of agricultural industry in Xilin County, this paper combines quantitative and qualitative analysis with a large number of literature reviews.Through comparative analysis and case study, we find out the factors that restrict the precision poverty alleviation and agricultural industry poverty alleviation in Xilin County. The main conclusions are as follows: 1.The main factors restricting the poverty alleviation and development of the agricultural industry in Xilin County are the lack of labor resources of 1: 1, the higher proportion of the old and the young population, the single source of income, the lack of resources, the lower level of labor force, the shortage of funds and the low technology.Lack of experience, etcHowever, the factors such as remote location, inconvenient transportation and poor infrastructure are not the main factors restricting the poverty alleviation of agricultural industry.Second, through the statistics on the industrial development of 7089 households and 28911 poor households in 94 administrative villages in Xilin County, we can find that the poor households in Xilin County are highly motivated to take part in helping the poor in the agricultural industry, but lack of large-scale development, and it is difficult to help the poor through statistical comparison.It can be concluded that poor farmers have a high enthusiasm for participating in the five industries, such as sand sugar orange, tea, oil tea, livestock farming, bee breeding and so on, which can be regarded as the key direction of poverty alleviation and development of agricultural industry in Xilin County during the 13th Five-Year Plan period.Thirdly, through the theoretical research on precision poverty alleviation and agricultural industry poverty alleviation, we get the common theoretical origin of precision poverty alleviation and agricultural industry poverty alleviation.From the research on the relationship between precision poverty alleviation and agricultural industry poverty alleviation, it is found that the two maintain a mutually dependent and complementary relationship, precision poverty alleviation is the fundamental premise of industry poverty alleviation, industry poverty alleviation is an important means of precision poverty alleviation;The perfect combination of precision poverty alleviation and industry poverty alleviation is the best way to help poor areas.
