地方治理视野下贵州乌蒙山地区扶贫开发研究

【摘要】：贵州乌蒙山地区作为我国重点扶贫开发地区,其自身经济社会的发展对于当地人民群众提升生活水平、提升人民素质有着重要的影响,同时这一地区的扶贫开发工作也影响着我国整体的经济社会发展,与建设和谐社会、实现共同富裕的目标有着紧密的联系。地方政府作为基层一线政府单位,在引导和扶持地方经济走出贫困、带领人民群众走上致富道路中起着独一无二的作用。因此,从地方治理的角度来探讨贵州乌蒙山地区的扶贫开发工作有着重要的实践意义。在对扶贫开发相关理论基础的详细介绍的前提下,本文分析了扶贫开发的内涵和特点,以及扶贫开发的理论基础,包括:传统农业改造理论、双重失灵理论、地方治理理论的研究。对这些理论观点进行了体系构建,从而形成了对地方治理理论的内涵和地方治理视野下的扶贫开发机制进行研究的框架。与此同时,还介绍了扶贫开发和地方治理的相关研究,认为扶贫开发有着多元治理主体:中央及地方政府、非政府组织、龙头企业、扶贫村,这些多元化的治理主体在地方治理的视角下对扶贫开发机制进行研究。在综合上述知识的基础上,针对民族地区的特殊性,以贵州乌蒙山地区为例分析该地区的贫困现状;并从地方治理视角分析,贵州乌蒙山地区扶贫存在的问题,并从地方政府治理角度对如何改善民族地区扶贫开发的效果提出了具体的对策建议。在研究过程中笔者发现,当前贵州乌蒙山地区的发展已经与我国整体的扶贫开发有着较为协调一致的步伐,在党和国家提出的一系列的扶贫开发政策规范中,都能够有针对性的、有步骤的应用于贵州乌蒙山地区的扶贫开发工作中。但是,不可否认的是,在这一地区开展扶贫开发工作,因为有着自然、社会、人文等很多具有地方特色的因素的存在,地方治理工作在扶贫开发中的作用与地位就更加显得举足轻重。如何将地方治理中的政府主体与资金、技术等的扶持与帮助应用到实际中来,是当前学者专家以及党和政府需要着重考虑的严肃问题。提升人才素养、培育特色产业化、发展农业科技化、形成综合民族文化互通共建化是实现当地脱贫致富的重要途径,但是,在一系列的因素影响下,这些途径需要地方治理的不同主体给予不同的帮助,否则,扶贫工作还将陷入无序状态,达不到党和国家的要求,也不能令当地人民群众感到满意。
[Abstract]:As a key poverty alleviation and development area in China, the economic and social development of the Wumeng Mountain region in Guizhou has an important impact on the improvement of living standards and quality of the local people.At the same time, the work of poverty alleviation and development in this area also affects the overall economic and social development of our country, which is closely related to the goal of building a harmonious society and realizing common prosperity.Local government, as a grass-roots government unit, plays a unique role in guiding and supporting the local economy out of poverty and leading the people on the road of becoming rich.Therefore, it is of great practical significance to discuss the poverty alleviation and development in Wumeng Mountain area of Guizhou Province from the angle of local governance.On the premise of introducing the relevant theories of poverty alleviation and development in detail, this paper analyzes the connotation and characteristics of poverty alleviation and development, as well as the theoretical basis of poverty alleviation and development, including: the theory of traditional agricultural transformation, the theory of dual failure,Research on the theory of local governance.These theoretical viewpoints are systematically constructed, thus forming the framework of the research on the connotation of local governance theory and the mechanism of poverty alleviation and development in the field of local governance.At the same time, it also introduces relevant research on poverty alleviation and development and local governance, and holds that poverty alleviation and development have multiple governance bodies: central and local governments, non-governmental organizations, leading enterprises, poverty alleviation villages,From the perspective of local governance, these pluralistic governance subjects study the mechanism of poverty alleviation and development.On the basis of synthesizing the above knowledge, aiming at the particularity of the minority areas, taking the Wumeng Mountain area of Guizhou Province as an example, the paper analyzes the poverty situation in this area, and analyzes the problems existing in the poverty alleviation in the Wumeng Mountain area of Guizhou Province from the perspective of local governance.From the angle of local government governance, the paper puts forward some concrete countermeasures and suggestions on how to improve the effect of poverty alleviation and development in minority areas.In the course of the research, the author found that the development of Wumeng Mountain area in Guizhou Province has been coordinated with the overall poverty alleviation and development of our country. In a series of policies and norms of poverty alleviation and development proposed by the Party and the government,All can be targeted, step-by-step application in the work of poverty alleviation and development in the Wumengshan region of Guizhou Province.However, it cannot be denied that the work of poverty alleviation and development in this area is carried out because of the existence of many factors with local characteristics, such as nature, society, humanities, and so on.The role and position of local governance in poverty alleviation and development is even more important.How to apply the support and help of government main body, capital, technology and so on in local governance to practice is a serious problem that scholars and experts as well as the party and government should pay more attention to at present.It is an important way to improve the quality of talents, cultivate the industrialization of characteristics, develop agricultural science and technology, and form a comprehensive national culture intercommunication and co-construction. However, under the influence of a series of factors,Otherwise, the work of helping the poor will fall into a state of disorder, fail to meet the requirements of the Party and the state, and will not satisfy the local people.
