创新和改革农地配置机制是解决三农问题的关键

【摘要】：农地配置机制市场化是创新和改革的目标,农地所有者集体组织的主体资格有缺陷是现实。本文以此为立论基础和前提,以党的政策为指针,提出了农地"两权市场"的概念,在建立"两权市场"过程中要对集体经济组织的法人治理结构进行完善或改造,以落实农地产权使其成为真正的市场主体。同时分析了农地行政配置机制的弊端,阐述了市场机制的优势,也提出了建立"两权市场’的路径。肯定了"两权市场"和三权分置是相容的。
[Abstract]:The marketization of farmland allocation mechanism is the goal of innovation and reform. This paper takes this as the basis and premise of the argument, taking the policy of the Party as the guide, puts forward the concept of "two power markets" of farmland, and in the process of establishing "two power markets", it is necessary to perfect or reform the corporate governance structure of collective economic organizations. In order to implement the farmland property right, it becomes the real market main body. At the same time, this paper analyzes the malpractice of the farmland administrative allocation mechanism, expounds the advantages of the market mechanism, and puts forward the way to establish the "two-right market". Affirmed that the "two power market" and the three power division is compatible.
