【摘要】：正推进渔业转型升级,路径就是转方式、调结构。转方式,关键是做到"四转变":转变资源利用方式,坚持生态优先、绿色发展的理念,转变过去拼资源消耗、拼要素投入的粗放生产方式,有度有序利用渔业资源;转变养殖生产方式,推广健康养殖模式,开展清洁生产,推进水产养殖节水减排;转变经营方式,培育渔业新型经营主体,建立多种形式的利益联结机制,让传统渔民搭上适度规模经营的"快车";转变管理方式,加强产出控制,建立渔业资源总量管理制度,推进依法治渔。
