贵州现代高效农业示范园区建设中市场规则的完善研究

【摘要】：现代高效农业示范园区(后文简称”农业园区“)作为第一产业的“试验区”、体制机制的“创新区”,在发展农业方面与其他地方有着很大的不同,其中一项重要的不同点就在于制度和规则的建立,农业发展的“试验区”、“创新区”也是各种制度规则的“特区”。农业园区在建设初期政府发挥了不可替代的作用,但随着园区的不断发展,政府应当从园区中逐步退出,市场机制要在园区的资源配置中逐渐起到决定性作用,市场机制发挥作用的前提就是要有完善的市场规则。本文首先在梳理市场规则相关理论的基础上结合贵州农业园区的实际情况对现代农业园区中的市场规则进行了界定,认为贵州农业园区市场规则具有建构理性特征,并非完全的自发形成,再根据市场规则所涵盖的内容将其划分为体制性、运行性和辅助性等三大规则,其中体制性规则主要是园区中基础性的产权规则,包括有形资产产权、无形资产产权、人力资本产权和土地产权等规则;运行性规则主要是指园区运行中生产和流通两个主要环节的代表性规则,包括园区农业标准化生产规则和园区农业专业批发市场规则;辅助性规则主要是政府对园区的支持规则,包括研发资助、教育培训和税收支持等规则。然后,从这三大规则入手建立起一个现代农业园区市场规则的分析框架,再通过调查问卷和园区的实地调研,依次总结出贵州现代农业园区中这三大规则建设的总体情况和突出问题,最后提出进一步完善贵州现代高效农业示范园区市场规则的政策建议。
[Abstract]:As the "pilot zone" of the primary industry and the "innovation zone" of the institutional mechanism, the modern and efficient agricultural demonstration park (hereafter referred to as the "agricultural park") is quite different from other places in the development of agriculture. One of the important differences lies in the establishment of institutions and rules. The "experimental zone" and "innovation zone" for agricultural development are also "special zones" of various institutional rules. Agricultural park has played an irreplaceable role in the initial stage of construction, but with the continuous development of the park, the government should gradually withdraw from the park, and the market mechanism should gradually play a decisive role in the allocation of resources in the park. The premise that market mechanism exerts function is to have perfect market regulation. This paper firstly defines the market rules in modern agricultural parks on the basis of combing the relevant theories of market rules and considering the actual situation of Guizhou agricultural parks, and thinks that the market rules of agricultural parks in Guizhou have the characteristics of constructive rationality. It is not completely spontaneous, and it is divided into three rules according to the contents covered by the market rules: institutional, operational and auxiliary, in which the institutional rules are mainly the basic property rights rules in the park, including the property rights of tangible assets. Property rights of intangible assets, property rights of human capital and land property rights and so on; operational rules mainly refer to the representative rules of the two main links of production and circulation in the operation of the park, It includes the rules of agricultural standardization production and wholesale market of agricultural specialty in the park, and the supporting rules of government, including R & D support, education and training, tax support and so on. Then, starting with these three rules, we set up an analytical framework for the market rules of modern agricultural parks, and then through questionnaires and field research in the park, This paper summarizes the general situation and outstanding problems of these three rules in Guizhou Modern Agricultural Park in turn, and finally puts forward some policy suggestions for further perfecting the market rules of Guizhou Modern and efficient Agricultural demonstration Park.
