灵宝市农地经营权流转的租金确定研究

【摘要】:近年来,随着我国经济的发展,原有的农业分配制度已经不能适应农业发展需求;农地经营权流转就是在这种情况下产生的适应农村农业发展的新方式。农地经营权流转可以有效提高农业生产率,促进经济发展,再加上我国农地本来的细碎化的特点,大力促进农地经营权流转很有必要。在农地流转过程中,租金的合理定价至关重要,过高的租金会制约农地流转的顺利进行,过低的租金又会影响转出农地的农户的流转积极性。为了促进我国农村城镇化建设,提高农业综合效益,同时保障广大农户的合法权益,本文主要想通过对租金的影响因素的研究来不断优化租金定价,并据此提出一些合理的建议,希望能为农地流转做出一定的贡献,促进规模化经营。本文开始先陈述了研究的背景、目的等,然后介绍了相关概念和理论,在研究数据的基础上分析了灵宝地区农户的基本特征、流转农地的意愿以及对租金的看法,并对市场竞争下流转双方的行为分类作了讨论。再次,对转入方农户的收益的影响因素做了研究,建立C-D生产函数,分别采用一般线性回归法和分位数回归法分析并进行了对比,得出租金对流转收益的影响效果。最后,将灵宝地区农户流转农地经营权的租金作为研究对象,以其影响因素作为切入点,把农户流转农地的意愿以及地形这两个很难度量其大小的量设置为虚拟变量以将其量化,运用多元线性回归方法,分析了农地经营权流转租金的影响因素对其的影响程度。除此之外,在本文的末尾,通过分析农地流转的经营规模要适度,假设农户收益与农地规模呈一元二次函数的形式变化,得出最大收益下的最优规模,并在供需平衡原理下假设农地规模与流转租金呈正比例函数的形式变化,分析了最佳规模所对应的最优租金。研究表明:(1)农户的收益与租金有着密切的关系,即租金变化1,收益就会跟着变化0.535。(2)农户的非农收入、流转意愿与流转租金呈负相关关系,农户的非农收入越高或流转意愿越强,期望的租金越低;流转期限、地形地貌与流转租金呈正相关关系,流转期限越长或地形越优越,期望的租金越高。(3)农户收益达到最大值即抛物线顶点时,农地流转规模为最佳规模;当农地流转的最佳规模与通过调整的均衡规模一致时,可得到农地流转的最优租金。(4)要想促进农地流转,实现规模化经营,就要大力促进农业经济发展,建立农地经营权流转中介服务组织并规范租金定位。同时,政府可以通过专业培训等对农户进行宣传引导,使其认识到农地流转是大势所趋,是经济发展的必经之路,以加强农户的流转意愿。
[Abstract]:In recent years, with the development of China's economy, the original agricultural distribution system has been unable to meet the needs of agricultural development, and the transfer of agricultural land management rights is a new way to adapt to the development of rural agriculture. The transfer of farmland management right can effectively improve agricultural productivity and promote economic development. In addition, it is necessary to vigorously promote the circulation of farmland management right because of the characteristics of the fragmentation of agricultural land in our country. In the process of agricultural land transfer, the reasonable pricing of rent is very important, too high rent will restrict the smooth progress of agricultural land transfer, too low rent will affect the enthusiasm of farmers who transfer out of agricultural land. In order to promote the construction of rural urbanization in our country, improve the comprehensive benefit of agriculture and protect the legitimate rights and interests of the majority of farmers, this paper mainly wants to optimize the rent pricing through the study of the factors affecting the rent. Based on this, some reasonable suggestions are put forward in order to contribute to the farmland circulation and promote large-scale operation. This paper first states the background and purpose of the research, and then introduces the related concepts and theories. On the basis of the research data, it analyzes the basic characteristics of farmers in Lingbao area, the willingness to transfer agricultural land and the views on rent. The behavior classification of both parties in the market competition is also discussed. Thirdly, the paper studies the influencing factors of farmers' income, establishes C-D production function, analyzes and compares the general linear regression method and the quantile regression method, and obtains the effect of rent on the circulation income. Finally, taking the rent of farmland management right in Lingbao area as the research object, taking its influencing factors as the starting point, In order to quantify the farmers' willingness to transfer agricultural land and the amount of terrain which is difficult to measure their size, the paper analyzes the influence of the factors influencing the circulation rent of farmland management right by using the method of multiple linear regression. In addition, at the end of this paper, by analyzing that the scale of farmland circulation should be moderate, assuming that the income of farmers and the scale of agricultural land change in the form of a quadratic function, the optimal scale under the maximum income is obtained. Under the principle of balance of supply and demand, it is assumed that the scale of farmland is proportional to the transfer rent, and the optimal rent corresponding to the optimal scale is analyzed. The study shows that there is a close relationship between the income of the peasant household and the rent, that is, when the rent changes 1, the income changes with the change of 0.535.02) the non-agricultural income of the peasant household has a negative correlation with the circulation rent, and the higher the non-farm income or the stronger the turnover willingness of the farmer, The lower the expected rent, the more positive correlation between the circulation period, topography and the circulation rent, the longer the circulation period or the better the terrain, the higher the expected rent. 3) when the farmer's income reaches the maximum value, that is, the parabola peak, when the circulation period is longer or the terrain is superior, the expected rent is higher. When the optimal scale of agricultural land transfer is the same as the adjusted equilibrium scale, the optimal rent of agricultural land transfer can be obtained. It is necessary to vigorously promote the development of agricultural economy, establish intermediary service organizations for the circulation of agricultural land management rights and standardize rental positioning. At the same time, the government can propagate and guide farmers through professional training to make them realize that farmland transfer is the trend of the times and the only way to economic development, so as to strengthen the willingness of farmers to transfer.
