江苏农村科技服务超市服务模式运行研究

【摘要】:农村科技服务是农业科技推广工作的重要组成部分。当前,我国新型农村科技服务模式的发展已呈现出多元类型。江苏农村科技服务超市是政府做主导,引入现代超市的理念,将技术、成果、产品的信息集中整合到科技超市平台,成为农民可看能及的商品,由此推动农村科技服务和科技成果转化。本研究在国内外农业科技推广和科技服务已有理论的基础上,对江苏农村科技服务超市现有服务模式进行了分析和评估。首先分析了江苏农村科技服务超市成立5年来现有宏观大环境的优势因素、劣势因素、威胁因素和机遇因素,构建SWOT矩阵;然后对调研中受访分店、便利店服务模式的基本情况进行阐述和分析;最后运用OLS最小二乘法构建回归模型,找出在年度考评、奖补资金奖励、总店培训、基础设施支持、工作信息化管理、总店宣传服务6个因素中,最能影响分店、便利店对总店开展服务满意度的因素,并提出相应的对策和建议。本文在研究江苏农村科技服务超市发展环境、分析服务模式、评估服务能力等方面均有创新。一是研究方法创新:现有的前人的研究均是从政策、理论角度入手,对科技超市的成立背景、建设标准、服务规范均有较为完善的阐述,但是对科技超市服务模式的运行缺乏定量的分析。二是服务模式创新:江苏农村科技服务超市的建设是科技惠农形式的新举措、新思路,科技超市恰当的引入了市场理论和人事考核理论,以连锁分店、便利店的业态提供技术咨询、专家服务,这在全国属于首创。三是考评体系创新:现行的科技超市考评体系是总店对分店、总店对便利店自上而下的评分体系,而本文提出从便利店对分店、便利店对总店、分店对总店即自下而上的考评标准,这将进一步完善江苏省科技服务超市三级联动机制,将科技超市的作用发挥到最大化。
[Abstract]:Rural science and technology service is an important part of agricultural science and technology extension work. At present, the development of new rural science and technology service mode in our country has presented multiple types. Jiangsu rural science and technology service supermarket is led by the government, introducing the concept of modern supermarket, centralizing the information of technology, achievements and products into the platform of science and technology supermarket, and becoming a commodity that farmers can see and reach. This promotes the rural science and technology service and the science and technology achievement transformation. Based on the existing theories of agricultural science and technology extension and service at home and abroad, this paper analyzes and evaluates the existing service mode of Jiangsu rural science and technology service supermarket. This paper first analyzes the advantages, disadvantages, threats and opportunities of the existing macro environment of Jiangsu Rural Science and Technology Service supermarket in the past 5 years, and constructs the SWOT matrix. The basic situation of convenience store service model is expounded and analyzed. Finally, the regression model is constructed by using OLS least square method to find out the annual evaluation, award and compensation fund reward, general store training, infrastructure support, work information management, etc. Among the six factors of publicity and service, the most influential factors are the convenience store and the branch store, and the corresponding countermeasures and suggestions are put forward. This paper studies the development environment of Jiangsu rural science and technology service supermarket, analyzes the service model, and evaluates the service ability. First, the innovation of research methods: the existing previous studies are all from the policy, theoretical perspective, to the establishment of a scientific and technological supermarket background, construction standards, service norms have a relatively complete elaboration. However, there is a lack of quantitative analysis on the operation of the service mode of S & T supermarket. Second, the innovation of service mode: the construction of rural scientific and technological service supermarket in Jiangsu is a new measure in the form of scientific and technological benefits to agriculture. New ideas, scientific and technological supermarkets have properly introduced market theory and personnel assessment theory to chain stores. Convenience store format provides technical advice, expert services, this is the first in the country. The third is the innovation of the evaluation system: the current evaluation system of science and technology supermarket is the score system from the head store to the branch store, the headquarters store to the convenience store from the top down, and this article proposes from the convenience store to the branch store, the convenience store to the general store, The evaluation standard of branch stores is from bottom to top, which will further improve the three-level linkage mechanism of Jiangsu science and technology service supermarket and maximize the function of science and technology supermarket.
