福州茉莉花茶质量安全监管体系研究

【摘要】：农产品从古至今一直是人民的主食,农产品的质量安全问题关系到人们的身体健康,所以农产品的质量安全受到全国人民的关注,农产品的质量问题近些年越来越凸显,所以对它的监管机制的研究也越来越重要,只有健全的监管机制,才能够更好的保障农产品的安全,本文主要选取福州茉莉花茶作为研究对象,来研究茉莉花茶质量安全监管体系的现状。目前正值福州茉莉花茶蓬勃发展和大力推广的时期,在这个过程中也凸显出了一些质量安全监管体系中所反应出来的问题。福州荣莉花茶在福州的农产品当中占有举足轻重的地位,所以分析福州茉莉花茶产品质量安全监管体系所反应出来的问题,本文主要通过借鉴国外发达国家先进的农产品质量安全监管技术,从发达国家借鉴相关的经验,从而为福州茉莉花茶质量安全监管提供有效的对策,从而促进整个农产品市场的健康发展,这对于农产品的质量安全监管具有重要的意义。福州茉莉花茶的质量安全会出现问题一般都是出现在加工、生产、流通和销售的各个阶段,之所以会出现茉莉花茶质量安全问题主要原因有以下几方面：福州茉莉花茶的原产地出现的环境污染问题得不到有效治理,福州的农产品市场监管机制不够完善,生产者的质量安全意识比较薄弱,生产过程中所采用的技术较落后,生产者为节约成本降低茉莉花茶的安全质量,然后会出现质量安全问题的主要原因还是因为政府监管制度的疏忽和相关质量安全监管制度的不够完善。根据调查,目前福州茉莉花茶的质量安全监管存在诸多问题,主要体现在质量检测标准相对比较滞后,检测方法较为单一,没有整套的检测设备来支持茉莉花茶的质量检测；产前、产中、产后没有实现全方位的监管,监管部门的职能交叉分工不够明确、责任不够清晰；质量出现问题没有给予及时的纠正,致使很多不合规的生产继续运行；目前对于茉莉花茶质量不合格的产品惩罚力度太过于小,致使很多商家敢于冒险生产质量不合格的茉莉花茶谋取暴利。本文主要从经济视角和法律视角进行全面分析,文章还采用了信息不对称理论、政府适当干预理论和法律不够完善理论对福州茉莉花茶质量安全监管进行系统分析,为建立完善的福州茉莉花茶监管体系提供相关的理论依据。发达国家的质量安全监管体系发展比较早,他们有更为先进的技术和设备,还有完善的质量安全监管系统,所以我们可以通过学习他们的长处来弥补我国质量安全监管的不足,本文主要通过研究美国、欧盟和日本的先进质量安全监管体系,他们有先进的检测技术作为支撑,并且对质量安全监管实行全程把控,对于质量不合格的农产品也给予较为严重的打击,本文主要是通过和发达国家先进的监管体系进行对比,然后发展相关问题,再根据所发现的问题去借鉴发达国家先进的做法,最后完善福州茉莉花茶质量安全监管体系。首先,对于福州茉莉花茶的质量安全监管体系我们要先完善相关的法律法规,以保证茉莉花茶的质量监管能够得到强有力的保障。其次,质量监管技术对于茉莉花茶质量安全检测是至关重要的,因此,学习先进的质量安全检测技术和升级检测设备至关重要,并且还要落实对福州茉莉花茶质量安全进行产前、产中和产后的全方面监督,从而保证每个环节都不会出现质量安全问题,并且对于出现的质量问题要给以严厉的打击,这样才能够避免不合格的产品流入市场,保持茉莉花茶市场的有序发展。最后还要提高消费者的维权意识,这样才能够让消费者在受到侵害时能够及时的解决问题,对于不合格的产品起到一定的监督作用。
[Abstract]:Agricultural products have always been the staple food of the people, the quality and safety of agricultural products are related to people's health, so the quality and safety of agricultural products are concerned by the people all over the country. The quality of agricultural products is becoming more and more prominent in recent years. So the research on its regulatory mechanism is becoming more and more important, only a sound regulatory mechanism, In this paper, Fuzhou jasmine tea is selected as the research object to study the status of the quality safety supervision system of jasmine tea. At present, it is a period of vigorous development and promotion of Fuzhou jasmine tea. In this process, some quality safety supervision systems have been highlighted. Fuzhou Rong Li tea occupies a pivotal position in the agricultural products of Fuzhou. Therefore, it analyzes the problems reacted by the quality safety supervision system of Fuzhou jasmine tea products. This article mainly uses the advanced countries' advanced agricultural product quality and safety supervision technology to learn from the developed countries and draw lessons from the related experiences from developed countries. It provides effective countermeasures for the quality and safety supervision of Fuzhou jasmine tea, thus promoting the healthy development of the whole agricultural product market, which is of great significance for the supervision of the quality and safety of agricultural products. The problems in the quality and safety of jasmine tea in Fuzhou are generally in the various stages of processing, production, circulation and sales. The main reasons for the quality and safety of jasmine tea are the following aspects: the environmental pollution problem in the origin of Fuzhou jasmine tea is not effectively controlled, the supervision mechanism of the agricultural product market in Fuzhou is not perfect, the quality and safety consciousness of the producers is weak, the technology used in the production process is relatively backward, and the producer is the festival. At the cost of reducing the safety quality of jasmine tea, the main reason for the quality and safety problems will be due to the negligence of the government supervision system and the lack of the relevant quality and safety supervision system. According to the investigation, there are many problems in the quality safety supervision of Fuzhou jasmine tea, which is mainly reflected in the comparison of quality inspection standards. Lag, the detection method is relatively simple, there is no complete set of testing equipment to support the quality inspection of jasmine tea; prenatal, production, postpartum have not realized omni-directional supervision, the functional cross division of the regulatory department is not clear enough, the responsibility is not clear enough, the quality problems are not given timely correction, resulting in many unconventional production following. At present, the punishment of the quality of jasmine tea is too small, which makes many businessmen dare to risk the production of unqualified jasmine tea for profit. This article is mainly from the economic and legal perspectives. The article also adopts the theory of information asymmetry, and the government properly intervenes the theory and law. The quality safety supervision of Fuzhou jasmine tea is systematically analyzed and the relevant theoretical basis is provided for the establishment of a perfect Fuzhou jasmine tea supervision system. The development of the quality and safety supervision system in the developed countries is relatively early. They have more advanced technology and equipment and a perfect quality and safety supervision system, so we have a perfect supervision system of quality and safety. We can make up for the shortage of our country's quality and safety supervision by studying their strengths. This article mainly studies the advanced quality and safety supervision system of the United States, the EU and Japan. They have advanced testing technology as the support, and carry out the whole process control on the quality and safety supervision, and give more serious quality to the unqualified agricultural products. The main purpose of this paper is to compare with the advanced regulatory system in developed countries, and then develop the related problems, and then draw lessons from the advanced practice of the developed countries according to the problems found, and finally improve the quality and safety supervision system of Fuzhou jasmine tea. First, we should finish the quality and safety supervision system of Fuzhou jasmine tea first. In order to ensure the quality supervision of jasmine tea, the quality supervision of jasmine tea can be guaranteed strong. Secondly, quality monitoring technology is very important for the quality safety inspection of jasmine tea. Therefore, it is important to learn advanced quality safety testing technology and upgrade testing equipment, and also to implement the quality of jasmine tea in Fuzhou. It is safe to carry out all aspects of supervision before and after production, production and postpartum, so as to ensure that every link will not have quality safety problems, and the quality problems should be severely hit, which can avoid the inflow of unqualified products into the market, maintain the orderly development of the jasmine tea market. Finally, it is necessary to improve the rights of consumers. Consciousness, so that consumers can solve problems in time when they are violated, and play a certain supervisory role for unqualified products.
