【摘要】：家庭农场作为一种新型农业经营主体正逐步显现出便于农业机械和科技的推广使用、利于开展市场化订单式生产、促进了农地资源的合理优化配置、加速了农村剩余劳动力的转移进程等巨大的优越性,其无疑是我国未来农业生产经营的一种理想模式。近几年来,在宁夏广大农村地区,劳动力的大量转移和农用地的有序流转为土地集中和规模经营创造了条件,这些地区积极探索发展家庭农场且已经取得了明显的成效,截止2014年底,宁夏全区共有家庭农场1152家,场均经营规模达到了462.7亩。但从总体上看,宁夏的家庭农场数量偏少,而且存在着土地流转不规范、经营规模不合理、从业人员素质偏低、社会化服务体系不健全、政府政策和资金支持不到位等众多问题。本文首先采用文献研究法明确了家庭农场的相关理论和概念并对家庭农场的国内外研究动态进行了阐述；其次依据实地调研所取得的数据资料,结合对相关文献的研究,总结了宁夏家庭农场发展的现状与成效,并在此基础上运用描述性统计分析法和比较分析法从人员思想与认识、农场认定与注册等八个方面分析了目前宁夏家庭农场发展中存在的问题及原因；接着介绍了美国等四个国家和上海松江等五个地区家庭农场发展的经验及其对宁夏的借鉴；最后针对农场主、政府和社会分别提出了多项对策与建议。
[Abstract]:As a new type of agricultural management subject, family farm is gradually showing that it is convenient for the popularization and use of agricultural machinery and science and technology, is conducive to the development of market-oriented order-type production, and promotes the rational and optimized allocation of agricultural land resources. It accelerates the transfer process of rural surplus labor force and so on, which is undoubtedly an ideal mode of agricultural production and management in the future of our country. In recent years, in the vast rural areas of Ningxia, the massive transfer of labor and the orderly transfer of agricultural land have created conditions for land concentration and large-scale management. These areas have actively explored the development of family farms and have achieved remarkable results. By the end of 2014, there were 1152 family farms in Ningxia, with an average operating scale of 462.7 mu. But on the whole, the number of family farms in Ningxia is on the low side, and there are many problems in Ningxia, such as the irregular circulation of land, the unreasonable scale of operation, the low quality of employees and the imperfect social service system. Government policy and financial support is not in place and many other issues. In this paper, the related theories and concepts of family farm are defined by literature research method, and the domestic and foreign research trends of family farm are expounded. Secondly, according to the data obtained from field investigation, combined with the research of relevant literature, This paper summarizes the present situation and achievements of family farm development in Ningxia, and based on this, uses descriptive statistical analysis method and comparative analysis method to understand the personnel's thought and understanding. The paper analyzes the existing problems and causes of family farm development in Ningxia from eight aspects of farm identification and registration, and then introduces the experiences of family farm development in four countries and five regions of Shanghai, Songjiang and Ningxia. Finally, several countermeasures and suggestions are put forward for farmers, government and society.
