【摘要】：家庭农场发展模式探索,是我国完成农业现代化、解决粮食安全和供给问题的重要环节。现阶段,我国很多地区农业生产方式相对落后,以自给自足的传统耕作方式为主,大型农业机械、农业技术尚未普及,农业现代化进程缓慢,具体体现为农业粗放式发展、农产品商品化率、农民收入低。现行家庭承包经营曾经推动农业发展,然而,该制度已不能适应生产力发展的要求,逐渐暴露出土地细碎化、小农意识强、农业增收慢等弊病。“四化”同步要求改进现行农地制度,实现适度规模经营。2013年中央一号文件明确提出鼓励和支持承包土地向专业大户、家庭农场、农民合作社流转,发展多种形式的适度规模经营。此后相继出台的相关法律文件,为农村土地适度规模经营提供了良好的政策环境,我国的家庭农场发展将逐步提速。我国家庭农场尚属于新生事物,相关的研究还不成熟。本人在对家庭农场进行概念界定的基础上,运用农地适度规模经营、企业所有权、诱致性制度变迁等理论,对比分析家庭农场、雇工农场、传统农户三种模式,论证了家庭农场制度的优越性及必然趋势,剖析了我国家庭农场发展的总体现状,总结了上海市松江区、浙江省宁波市两地的家庭农场模式,分析了制约我国家庭农场发展的四方面因素,然后借鉴美国、德国、日本的成功经验,最后提出了通过立法、引导、服务、培训四个核心来推进我国家庭农场发展的对策。
[Abstract]:The exploration of family farm development mode is an important link to complete the modernization of agriculture and solve the problems of food security and supply. At the present stage, many areas of our country are relatively backward in agricultural production mode, mainly based on self-sufficient traditional farming methods. Large-scale agricultural machinery, agricultural technology has not yet been popularized, and the process of agricultural modernization is slow, which is embodied in the extensive development of agriculture. Commercialization rate of agricultural products, low income of farmers. The current household contract management has promoted the development of agriculture, however, the system has been unable to meet the requirements of the development of productive forces, and gradually exposed the shortcomings of land fragmentation, strong awareness of small farmers, slow increase in agricultural income, and so on. The "four modernizations" also require the improvement of the current agricultural land system and the realization of moderate scale operation. In 2013, the No. 1 document of the Central Committee explicitly proposed to encourage and support the transfer of contracted land to professional large households, family farms, and farmers' cooperatives. Develop a variety of forms of moderate scale operation. Since then, the related legal documents have provided a good policy environment for the moderate scale management of rural land, and the development of family farms in our country will gradually accelerate. The family farm in our country is still a new thing, and the related research is not mature. On the basis of defining the concept of family farm, using the theories of moderate scale management of farmland, enterprise ownership and induced institutional change, I compare and analyze three models of family farm, hire farm and traditional peasant household. This paper demonstrates the superiority and inevitable trend of family farm system, analyzes the general situation of family farm development in China, and summarizes the family farm models in Songjiang District of Shanghai and Ningbo City, Zhejiang Province. This paper analyzes on the four factors restricting the development of family farms in our country, then draws lessons from the successful experiences of the United States, Germany and Japan, and finally puts forward the countermeasures to promote the development of family farms in China through the four cores of legislation, guidance, service and training.
