生态文明价值取向的农业制度创新研究

【摘要】：中国经济快速增长,但资源环境的压力倍增。从制度创新视角探究农业发展,是一个研究热点。研究生态文明价值取向的农业制度创新首先要把握生态文明价值取向的行程、依据、内涵和特征。生态文明价值取向的产生经历了艰难的行程,在经过了原始文明价值取向、农业文明价值取向和工业文明价值取向的发展后,生态文明价值取向逐渐产生。生态文明价值取向理论上来源于中国古代生态文明思想、生态马克思主义生态文明思想和马克思主义生态文明思想,生态文明价值取向在实践上是转变农业经济发展方式和改善农业生态环境的要求。生态文明价值取向是人类根据自身的需要,以生态文明价值观为指导,在实践中注重保护生态系统的平衡,遵循自然界的客观规律,实现人与自然以及社会的和谐发展;生态文明价值取向具有和谐型、可持续性、一致性和高效性。在对生态文明价值取向的行程、依据、内涵和特征进行把握的的基础上,研究生态文明价值取向的农业制度创新需要从历史和现实的角度分析我国农业制度的变迁历程及其生态文明价值取向的障碍。从历史的角度新中国农业制度经历了计划经济时期、社会主义市场经济前期到新时期的变迁历程,通过对新中国农业制度变迁历程的分析,吸收其发展中的有益成果,反思其发展中的不足。在此基础上深刻分析现行农业制度发展中存在的障碍,探究影响农业可持续发展的农业土地制度、农业科技制度、农业经营制度和农业财政制度障碍,通过对问题的分析寻求相应的解决办法,从而促进生态文明价值取向下农业制度创新路径的确立。建国以来的农业制度调整对我国农业经济和农业生态环境都产生了不同的影响,当前我国农业制度仍不完善,农业发展面临日益严峻的生态环境问题。通过从历史和现实的角度对我国农业制度的变迁历程及其存在障碍的分析,要实现农业的可持续发展就必须坚持生态文明价值取向,正确处理人与自然的关系,实现人与自然的和谐统一;创新农业制度要以生态文明价值取向理念和理论为引导,同时创新农业土地制度、农业科技制度、农业经营制度和农业财政制度。通过不同的路径解决农业制度发展的障碍,进行农业制度创新,最终促进农业生态环境的保护和农业的可持续发展。
[Abstract]:China's economy is growing rapidly, but the pressure on the resources and environment is multiplying. It is a research hotspot to explore the development of agriculture from the perspective of system innovation. In order to study the value orientation of ecological civilization, the agricultural system innovation should first grasp the itinerary, basis, connotation and characteristics of the value orientation of ecological civilization. The emergence of the value orientation of ecological civilization has experienced a difficult journey. After the development of the value orientation of primitive civilization, agricultural civilization and industrial civilization, the value orientation of ecological civilization has gradually come into being. The theory of value orientation of ecological civilization comes from ancient Chinese ecological civilization thought, ecological Marxist ecological civilization thought and Marxist ecological civilization thought. In practice, the value orientation of ecological civilization is the requirement of changing the mode of agricultural economic development and improving the agricultural ecological environment. The value orientation of ecological civilization is to realize the harmonious development of man, nature and society according to the needs of human beings, guided by the values of ecological civilization, paying attention to the balance of protecting ecosystem in practice, following the objective laws of nature. The value orientation of ecological civilization is harmonious, sustainable, consistent and efficient. On the basis of grasping the itinerary, basis, connotation and characteristics of the value orientation of ecological civilization, To study the value orientation of ecological civilization, the innovation of agricultural system should be analyzed from the angle of history and reality, and the course of the change of agricultural system and the obstacle of value orientation of ecological civilization should be analyzed. From the historical point of view, the agricultural system of New China has experienced the vicissitude of the planned economy period, the early stage of socialist market economy and the new period. Through the analysis of the vicissitude course of the agricultural system of New China, it absorbs the beneficial achievements in its development. Reflect on its shortcomings in development. On this basis, it deeply analyzes the obstacles in the development of current agricultural system, and probes into the obstacles of agricultural land system, agricultural science and technology system, agricultural management system and agricultural financial system which affect the sustainable development of agriculture. Through the analysis of the problem, the corresponding solutions are sought to promote the establishment of the agricultural system innovation path under the value orientation of ecological civilization. Since the founding of the people's Republic of China, the adjustment of agricultural system has had different effects on the agricultural economy and agricultural ecological environment of our country. At present, the agricultural system of our country is still imperfect, and the agricultural development is facing increasingly serious ecological environmental problems. In order to realize the sustainable development of agriculture, we must adhere to the value orientation of ecological civilization and correctly deal with the relationship between man and nature through the analysis of the vicissitude course of agricultural system and its existing obstacles from the angle of history and reality. In order to realize the harmony and unity between man and nature, the innovation of agricultural system should be guided by the concept and theory of ecological civilization value orientation, and at the same time, the agricultural land system, agricultural science and technology system, agricultural management system and agricultural financial system should be innovated. In order to promote the protection of agricultural ecological environment and the sustainable development of agriculture, the obstacles to the development of agricultural system can be solved through different paths, and the innovation of agricultural system will be carried out.
