河南省产业扶贫问题研究

【摘要】：2016年是“十三五”开局之年。面对河南省目前五百多万贫困人口的庞大基数,如何确保到2020年全部脱贫致富;如何确保在广大贫困地区消除贫困、改善民生、逐步实现共同富裕,体现社会主义的优越性;是摆在全省人民心中的难题。产业扶贫作为“五个一批”工程中的关键环节,众多历史和事实证明,在贫困地区通过规模经营、市场运作等方式,有效转变落后的经济发展结构,拉动贫困人口就业,转“救济式扶贫”为“开发式扶贫”,才能从根源上促进贫困地区经济发展而消除贫困。但是就目前河南省众多贫困地区的产业扶贫项目发展现状分析中可得,扶贫性产业从其自身来看存在着建设复杂、周期长、见效缓的特点。从发展区域来看,又存在着资金、技术、观念、发展方式等因素制约着产业项目的带动作用。深入系统的分析河南省产业扶贫过程中面临的困难和容易产生的问题,能在今后有效的避免河南省产业扶贫发展过程中可能会遇到的尴尬困境,使政府的脱贫惠民政策和扶贫开发初衷落到实处。本文首先系统梳理了国内外产业扶贫的相关研究成果,从整体上把握了产业扶贫的概念和特点。在论文的主体部分,分析了河南省目前的贫困状况以及分布特点。就目前河南省产业扶贫的发展现状,有针对性的选取了诸如大别山片区、伏牛山片区和黄河滩区等贫困程度较为严重的区域但是产业扶贫发展较为成功的若干村和县进行了调查分析。总体上分析了河南省目前产业扶贫存在的问题,参照这些典型地区的发展经验,提出了相应的对策和建议,以期能为扶贫工作者或者贫困地区的产业扶贫项目提供一些参考。
[Abstract]:2016 is the opening year of the Thirteenth five-year Plan. In the face of the huge base of more than five million poor people in Henan Province, how to ensure that poverty will be lifted out of poverty by 2020, and how to eliminate poverty, improve people's livelihood, and gradually realize common prosperity and embody the superiority of socialism in the vast poverty-stricken areas; It is a difficult problem in the hearts of the people of the whole province. As a key link in the "five groups" projects, industrial poverty alleviation has been proved by many history and facts that, by means of scale operation and market operation in poor areas, the backward economic development structure can be effectively transformed and the poor will be promoted to obtain employment. Only by changing "relief poverty alleviation" to "development poverty alleviation" can we promote the economic development of poor areas and eliminate poverty. However, in the analysis of the current situation of industrial poverty alleviation projects in many poverty-stricken areas of Henan Province, it can be found that the pro-poor industries have the characteristics of complex construction, long period and slow effect from their own point of view. From the development area, there are some factors, such as fund, technology, concept and development mode, which restrict the leading role of industrial projects. In-depth and systematic analysis of the difficulties and problems in the process of industrial poverty alleviation in Henan Province can effectively avoid the awkward difficulties that may be encountered in the process of industrial poverty alleviation and development in Henan Province in the future. So that the government's poverty policy and poverty alleviation and development of the original intention to implement. Firstly, this paper systematically combs the related research results of industrial poverty alleviation at home and abroad, and grasps the concept and characteristics of industrial poverty alleviation. In the main part of the paper, the poverty situation and distribution characteristics of Henan Province are analyzed. With regard to the current situation of the development of industrial poverty alleviation in Henan Province, targeted selection has been made, such as the Dabie Mountain region, Some villages and counties with serious poverty in Funiu Mountain area and Yellow River Beach area were investigated and analyzed. This paper analyzes the problems existing in industrial poverty alleviation in Henan Province, and puts forward corresponding countermeasures and suggestions according to the development experience of these typical regions, in the hope of providing some references for poverty alleviation workers or industrial poverty alleviation projects in poverty-stricken areas.
