基于碳锁定的山东省特色农业集群创新模式与优化路径研究

【摘要】：本文从山东省特色农业集群发展实际出发,基于高校-产业-政府三重螺旋模型创新的理论框架(UIG),构建了高碳锁定约束下山东省特色农业集群创新模式,指出特色农业集群在向产业高端转型升级的过程中,需加强集群内部企业、政府与高校三方面的协作创新,才能带动集群突破高碳锁定、向农业现代化、低碳化转型升级。并基于UIG三个维度设计了山东省特色农业集群创新发展的优化路径,山东省典型区域农业集群的发展实践也验证了该路径的科学性与适用性。
[Abstract]:In this paper, based on the theory framework of the innovation of the university-industry-government triple helix model (UIG), the innovation mode of Shandong characteristic agricultural cluster under the constraint of high carbon locking is constructed. It is pointed out that in the process of transforming and upgrading the characteristic agricultural cluster to the high end of the industry, it is necessary to strengthen the internal enterprises of the cluster and the cooperative innovation between the government and the university in order to drive the cluster to break through the high carbon locking, to the modernization of agriculture and to the transformation and upgrading of low carbonization. Based on the three dimensions of UIG, this paper designs the optimized path of innovation and development of Shandong characteristic agricultural cluster, and the development practice of typical regional agricultural cluster in Shandong Province also verifies the scientific nature and applicability of this path.
