衡阳市农业可持续发展能力评价及对策研究

【摘要】：农业可持续发展是在可持续发展概念的基础上提出的,并受到了广泛地关注。随着研究的不断深入,目前对于农业可持续发展无论是从理论方面还是评价指标体系方面的研究都形成了较为完整的框架。相比来说,我国对农业可持续发展的研究起步较晚,总体水平也落后于发达国家。本文在借鉴已有研究成果的基础上,以衡阳市为研究对象,通过构建农业可持续发展的DEA模型,对衡阳市农业可持续发展能力进行了评估,分析了衡阳市农业可持续发展的现状与不足,并为衡阳市农业可持续发展提出了相应的对策。研究结果不仅对进一步完善衡阳市农业可持续发展的评估方法具有较大的理论意义,而且能够为相关部门客观判断衡阳市的农业可持续发展现状,并制定和实施符合实际的农业可持续发展战略,进而推进本地区农业可持续发展具有重要的现实意义。本文一共分为四章,系统、深入地阐述了衡阳市农业可持续发展的现状、原因及对策。具体内容如下所示：第一,在导论中论述了论文的选题背景、研究目的和意义、国内外研究现状、界定可持续发展及农业可持续发展、主要内容及方法、论文存在的创新与不足。第二,该部分对衡阳市农业发展现状进行了回顾,主要阐述了衡阳市农业的近况、及其农业的优势与不足所在。第三,实证部分依据衡阳市农业的特点,运用层次分析法将衡阳市农业可持续发展能力指标划分为3个层次共19个指标,并运用DEA模型对2003年到2012年10年间衡阳市农业可持续发展的技术效率和规模效率分别进行了测算。并将影响衡阳市农业可持续发展的因素归结为四个方面：农业投入不足,农产品竞争力不强：耕地资源后备不足,人均耕地日益减少；自然灾害频发,农业生态环境破坏加剧；农民人均收入低、农村科技教育投入不足,农业科技含量低。第四,通过定性和定量分析,针对存在的问题,为提高衡阳市农业可持续发展能力提出了相应的对策和建议。
[Abstract]:Agricultural sustainable development is based on the concept of sustainable development, and has been widely concerned. With the deepening of the research, the research on agricultural sustainable development has formed a relatively complete framework both in theory and in the evaluation index system. In contrast, the research on agricultural sustainable development in China started late and the overall level lagged behind that of developed countries. Based on the existing research results, this paper takes Hengyang City as the research object, through the construction of DEA model of agricultural sustainable development, the ability of Hengyang agricultural sustainable development is evaluated. This paper analyzes the present situation and deficiency of Hengyang's agricultural sustainable development, and puts forward corresponding countermeasures for Hengyang's agricultural sustainable development. The results of the study not only have great theoretical significance to further improve the evaluation method of Hengyang's agricultural sustainable development, but also can objectively judge the present situation of Hengyang's agricultural sustainable development for relevant departments. It is of great practical significance to formulate and implement the strategy of sustainable agricultural development in line with the reality, and then to promote the sustainable development of agriculture in this area. This paper is divided into four chapters. The paper expounds the present situation, causes and countermeasures of Hengyang's agricultural sustainable development. The specific contents are as follows: first, the background, purpose and significance of the thesis are discussed in the introduction, the current research situation at home and abroad, the definition of sustainable development and agricultural sustainable development, the main contents and methods, The innovation and deficiency of the thesis. Second, this part reviews the present situation of Hengyang's agriculture development, mainly expounds the current situation of Hengyang's agriculture, and the advantages and disadvantages of the agriculture. Thirdly, according to the characteristics of Hengyang's agriculture, the index of Hengyang's agricultural sustainable development ability is divided into three levels and 19 indexes by analytic hierarchy process (AHP). The technical efficiency and scale efficiency of agricultural sustainable development in Hengyang City from 2003 to 2012 were measured by DEA model. The factors affecting the sustainable development of agriculture in Hengyang City can be attributed to four aspects: insufficient input in agriculture, weak competitiveness of agricultural products, insufficient reserve of cultivated land resources, decreasing per capita cultivated land, frequent natural disasters and aggravated damage to the agricultural ecological environment; Farmers' per capita income is low, rural science and technology education investment is insufficient, agricultural science and technology content is low. Fourth, through qualitative and quantitative analysis, in view of the existing problems, to improve the ability of sustainable agricultural development in Hengyang put forward the corresponding countermeasures and suggestions.
