传统孝文化对农村养老保障的影响及其改善研究

【摘要】：人口老龄化作为一个全球性问题,正在引起全世界的关注。中国是一个农业人口占绝大多数的国家,农村老龄人口面临的养老问题更加严峻。依靠子女的家庭养老自古以来是农村社会的主要养老方式。近年来社会剧烈变迁、人口流动加快以及大量农村人员进城务工,使得家庭养老功能不断弱化,而社会养老尚不能完全解决农村养老问题,造成农村养老保障面临巨大危机。孝文化是中国传统文化的重要组成部分,孝文化与家庭养老自古有着天然的内在联系,长期以来对农村养老保障起到功不可没的作用,从孝文化视角解决农村养老问题是一条有效途径。本文从传统孝文化视角出发,进一步理清“孝”的内涵,结合孝文化在当代农村的特点,通过调查分析关中某地农村养老保障的现状,了解目前农村老人对养老保障的感受和养老需求,辩证分析传统孝文化对现行农村养老保障的积极影响和历史局限性,并提出改善农村养老困境的对策：在文化建设方面,重塑孝文化,取其精华,弃其糟粕,发扬新时代孝道,营造尊老敬老的社会氛围；在制度建设方面,“常回家看看”建章立制,在提供物质供养的同时注重对老年人的精神赡养,不断加强完善农村养老保障相关配套措施,探索构建复合型农村养老保障体系,确保老年人幸福安度晚年。
[Abstract]:As a global problem, population aging is attracting worldwide attention. China is a country with a large agricultural population, and the aging population in rural areas is facing even more serious problems of providing for the aged. The family old-age support relying on children has been the main way of providing for the aged in rural society since ancient times. In recent years, rapid social changes, rapid population flow and a large number of rural people to work in cities, make the family pension function weakening, but the social pension can not completely solve the problem of rural pension, resulting in a huge crisis of rural old-age security. Filial piety culture is an important part of Chinese traditional culture. Filial piety culture and family pension have natural internal relations since ancient times, and have played an important role in rural old-age security for a long time. It is an effective way to solve the problem of rural pension from the perspective of filial piety culture. From the perspective of traditional filial piety culture, this paper further clarifies the connotation of "filial piety", combines the characteristics of filial piety culture in contemporary rural areas, and analyzes the present situation of rural old-age security in a certain area of Guanzhong through investigation. To understand the feeling and demand of the rural elderly to the old-age security at present, to dialectically analyze the positive influence and historical limitation of the traditional filial piety culture on the current rural old-age security, and to put forward the countermeasures to improve the rural old-age dilemma: in the aspect of cultural construction, Remoulding the culture of filial piety, taking its essence, abandoning its dross, carrying forward filial piety in the new era, and creating a social atmosphere of respecting the old and respecting the elderly. In providing material support at the same time pay attention to the spiritual support of the elderly, constantly strengthen the improvement of rural old-age security related measures, explore the construction of a compound rural old-age security system to ensure that the elderly are happy in their old age.
